POSITION DESCRIPTION
JSI seeks a qualified Civil Society Organizations (CSO) Manager for the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The CSO Manager will manage seven sub grants to local CSOs. The CSO Manager will coordinate engagement of CSOs to implement project’s innovative approaches with using targeted social and behavior change (SBC), gender and youth-responsive TB interventions. The CSO Manager will work to increase the skills of CSO community groups to conduct community-based active case finding (ACF) and TB contacts examination (TBCI), and provide supportive care services for individuals who require TB preventive treatment and TB patients with treatment adherence problems. The CSO Manager will report directly to the Deputy Chief of Party.

Qualification requirements

  • Master’s degree in Public Health or Medical Degree or related field;
  • A minimum of 5 years’ work experience with CSOs, local governments and population in the implementation of health and development programs; experience with TB programs preferred;
  • Good understanding of the local governments and self-government structures, ability to negotiate and work at the local level;
  • Excellent organizational skills and attention to detail, as well as ability to work independently and to manage multiple priorities on a daily basis with minimal supervision;
  • Familiarity with USAID preferred;
  • Ability to work effectively and harmoniously with other staff, consultants, and subs;
  • Professional English, Kyrgyz and Russian required.

Duties

  • Build and maintain strong, collaborative working relationships with seven CSOs selected to receive sub grants, which include National Red Crescent Society of Kyrgyzstan (NRCS), SF KNCV-KG, PF Door Media, PF «AFEW», Association of Nurses of the Kyrgyz Republic, LLC Bakyt Ordosu, and Bilge Club Educational Complex;
  • Coordinate engagement of relevant CSOs to conduct community-based active case finding, assist TB contact examination, clinical management of adverse effects, and support individuals who require TB preventive treatment and TB patients with treatment adherence problems by supporting organizational capacity assessments and developing clear and achievable action plans tailored to their specific organizational and management needs;
  • Monitor sub-grantee agreements, workplans, budgets, indicators and deliverables and conduct regular monitoring site visits;
  • Review the quarterly reports and reporting milestones of sub-grantees, provide ongoing feedback and suggestions for improvement, and, if necessary, assist in finalizing them;
  • Synthesize key results from sub-grantee performance reports for use in project Quarterly and Annual Reports and draft relevant sections;
  • Organize trainings to CSOs to allow them to conduct proactive case detection, TB prevention, treatment support, and behavior change activities, establish differentiated service delivery models and help CSOs link with national partners, Primary Health Care, TB service providers;
  • Oversee CSOs’ performance to ensure data-informed TB messaging on TB priority areas is disseminated with applying gender and youth-inclusive SBC approaches; symptomatic community members and TB contacts are linked to services, confirmatory tests are conducted, individuals who require TB preventive treatment and TB patients at risk of treatment interruption are supported;
  • Liaise with the Cure TB 2 Activity Clinical Group, Health Systems Strengthening Group and other project teams as needed and assist CSOs with development of all relevant packages of documents (tools, algorithms, training and handout materials, etc.);
  • Communicate with the Kyrgyz Ministry of Health (MOH), National Tuberculosis Program (NTP), and other development partners and NGOs to support and extend unified CSO engagement approaches in TB;
  • Engage local government offices, NGOs, religious and other community leaders and opinion leaders to support project activities, mobilize support for TB contacts, TB patients and their families, and better coordinate efforts to reduce stigma and discrimination against TB patients and disseminate information about priority TB areas;
  • Ensure dissemination of relevant currently available national policies and guidelines CSOs are expected to comply with in planning and providing health and social welfare services, especially for TB;
  • Document successes, best practices, and challenges related to CSO systems strengthening activities, and
  • Perform any other tasks assigned by the Chief of Party.
