POSITION DESCRIPTION
JSI seeks a qualified Technical Director for the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National Tuberculosis (TB) Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The Technical Director will be a member of the Cure TB 2 Senior Management Team and oversee the planning, coordination, and technical direction of project activities including the work of the sub-grantees and partners. The position will manage strategic planning of activities in support of the program goals and objectives. The Technical Director will also supervise the technical team to ensure timely achievements of results. The Technical Director will work in close collaboration with the Deputy Chief of Party, the Strategic Information Director and the Finance & Operations Director and will report to the Chief of Party.

Qualification requirements

  • Advanced degree (Master’s or higher) in Public Health, Medicine, Health Systems Management, or a related field. A medical degree is strongly preferred;
  • At least 10 years of experience in the management and technical leadership on public health programs and projects;
  • Proven knowledge and experience in developing and managing prevention and care programs, with a focus on TB or other infectious diseases;
  • Demonstrated experience in designing and implementing health systems strengthening initiatives, including service delivery optimization, integration of services into primary healthcare, and community development in health;
  • Strong technical knowledge and expertise in TB, including drug-resistant TB, and primary-level health service delivery and patient-centered care;
  • Expertise in health systems strengthening, including policy development and strategic planning;
  • Extensive experience working with government bodies, national tuberculosis programs, and other key stakeholders at the national and community levels;
  • Experience with USAID-funded programs and knowledge of USAID’s rules, regulations, and reporting requirements. Familiarity with US Government policies and procedures is highly desirable;
  • Strong leadership skills, with a track record of building and leading multidisciplinary teams;
  • Excellent organizational, analytical, and problem-solving skills;
  • Excellent written and verbal communication skills, with the ability to represent the project in high-level technical discussions and forums;
  • Strong interpersonal skills, with the ability to build and maintain relationships with government officials, donors, and partners;
  • Professional written and spoken English and Russian languages, knowledge of the Kyrgyz language is preferred.

Duties

  • Lead the development and implementation of the project’s overall technical strategy, integrating clinical and health systems strengthening (HSS) components to achieve project goals;
  • Provide technical leadership in developing effective and efficient service delivery models consistent with the project’s principles and values;
  • Manage strategic planning of activities to ensure alignment with project goals and timely achievement of results in compliance with JSI and USAID requirements;
  • Coordinate activities across the Clinical and HSS teams fostering effective communication and collaboration and ensuring a holistic approach to TB control, addressing both clinical and systemic challenges, and ensuring clinical insights inform policy and system-level reforms;
  • Oversee the quality of technical outputs, ensuring they meet donor requirements and contribute to sustainable improvements in TB control;
  • Ensure regular and timely programmatic updates and reports across all of the project’s technical components;
  • Lead the development and implementation of technical approaches and tools tailored to the Kyrgyzstan context;
  • Coordinate the provision of technical assistance and training for national stakeholders, partners, and beneficiaries;
  • Coordinate with partners, counterparts and community-based organizations to ensure effective implementation of project activities and sustainability of project results and deliverables;
  • Act as the technical liaison between the project, the Ministry of Health, the National Tuberculosis Program, and other key stakeholders, ensuring coordination with national priorities;
  • Oversee the monitoring and evaluation of clinical and health systems interventions, using data and insights to refine project approaches and inform future activities;
  • Lead knowledge management efforts, ensuring the documentation of key lessons and best practices;
  • Lead efforts to build the capacity of clinical and health systems staff, leaving a lasting impact on the knowledge and skills in Kyrgyzstan’s TB control efforts and encouraging innovation and the adoption of best practices;
  • Identify and mitigate risks related to the integration of project activities, ensuring adaptability to changing circumstances;
  • Oversee the development of regular and timely high-quality technical reports and documentation ensuring project achievements are well-documented and communicated to donors and stakeholders;
  • Ensure all technical documentation aligns with USAID and project requirements, sharing successes to inform global TB control efforts;
  • Support the professional development of the project technical and non-technical staff, providing opportunities for growth and advancement;
  • Participate in annual staff performance assessments, goal setting, and support the professional development of directly reporting technical staff.
  • Represent the project in high-level technical discussions and forums, advocating for innovation and reform efforts in TB control.
