POSITION DESCRIPTION
JSI seeks a qualified Technical Lead – Clinical Group for the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National Tuberculosis (TB) Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The Technical Lead will provide technical leadership to the Clinical Group and lead the development of strategies for drug-resistant tuberculosis (DR-TB) diagnosis, treatment and follow up including patient management systems, capacity development of service providers. The Technical Lead will report to the Technical Director, and interact with Chief of Party, Deputy Chief of Party, and Strategic Information Director.

Qualification requirements

  • Minimum of a Master's Degree in a relevant field, such as public health, nursing, medicine, etc.;
  • At least 10 years of extensive experience working with TB in a clinical environment;
  • Experience and demonstrated success in engaging and building capacity of health providers, institutions and organizations to deliver patient-centered care at scale;
  • Strong diagnostic, analytical and problem-solving skills;
  • Excellent oral and written communication skills;
  • Possess strong project management and interpersonal skills;
  • Proven working knowledge and fluency in written and oral English.

Duties

  • Provide technical advice and guide the development of all technical deliverables pertaining to DR-TB prevention, diagnoses and management;
  • Work closely with in-country partners to identify technical assistance needs for strengthening DR-TB control in the country;
  • Establish effective coordination amongst all partners, including, but not limited to the following: setting strategic direction, developing joint work plans, and regular meetings/calls and follow-up;
  • Collaborate with National TB Program and regional level TB organizations and at PHC within the implementation of project developed approaches and tools on TB case finding, diagnosis, treatment, and prevention;
  • Lead the implementation and rolling out of a comprehensive TB care reform package, including optimization of diagnostic services, implementation of transportation system, strengthening the regional TB Concilia, implementation of TB MIS, TB case management in the KR health care system;
  • Lead the development and the implementation of comprehensive strategy and approaches in the field of TB active case finding, coordinate the Project efforts and TA in this field with NTP, MOH and SES department;
  • Collaborate with the Health system strengthening Group and project sub-grantees to identify the most effective strategies and approaches on TB active case finding, TB contact investigation to improve the TB detection and diagnosis;
  • Work closely with the NTP, primary health care (PHC) providers, and TB service providers to design and implement a new TB delivery system that integrates TB services into primary care;
  • Lead the development of the strategies and approaches in the field of TB preventive treatment and latent tuberculosis infection (LTBI) management in the Kyrgyz Republic to improve access and coverage with required TB prevention services;
  • Provide advice to the Technical Director of priority technical areas to be included into the annual work plan, identify challenges to the project implementation and come up with effective and evidence-based solutions to maximize results;
  • Strengthen clinical knowledge and skills of the Clinical Team members in the management of DR-TB;
  • Ensure the principles of the patient-centered care within clinical decisions and management while strengthening expertise among health care professionals for TB/DR-TB, aDSM and clinical monitoring;
  • Work with the Ministry of Health to assist in the implementation of TB/DR-TB monitoring and evaluation tools including aDSM, infection prevention and control in health care settings;
  • Perform any other tasks assigned by the Chief of Party.
