POSITION DESCRIPTION
JSI seeks a qualified Chief Accountant for the USAID-funded projects in the Kyrgyz Republic. The Chief Accountant will be responsible for the day-to-day accounting including maintaining the JSI field accounts system, examining receipts and vouchers, entering transactions into “1-C Accounting Program” and QuickBooks, reconciling advances, and projecting and tracking expenditures and accruals. The Chief Accountant will interact with Kyrgyz official organizations (Tax Inspectorate, Social Fund, National Statistics Committee), prepare and submit reports, and execute all measures required by Kyrgyz legislation. The Chief Accountant will report directly to the Country Finance & Operations Director.

Qualification requirements

  • A degree or equivalent in accounting and finance with a minimum of 8 years’ relevant experience preferably with international organizations/projects;
  • Significant experience of accounting for funds from international funders, including grant audits;
  • Good understanding of Kyrgyz legal and labor law requirements for INGOs;
  • Experience with QuickBooks accounting system is preferable;
  • Superior computer skills with a particular expertise in Excel, knowledge of “1-C Accounting Program”.
  • Experience and knowledge of Kyrgyz tax and social insurance requirements;
  • Experience in developing budgets and financial forecasts, monitoring and reporting;
  • Ability to work with others and to develop and maintain compatibility among project staff, partners, and recipients of assistance;
  • Must have strong organizational skills and be able to prioritize and handle high-pressure situations;
  • Must exhibit high levels of professionalism, integrity and ethical values at all times;
  • Able to manage tight deadlines and deliver high volumes of work with minimal supervision;
  • Excellent written and oral communication skills;
  • Any relevant professional qualifications are an advantage;
  • Strong knowledge of Microsoft Suite of software (Word, Excel, PowerPoint, etc.);
  • Fluency in Russian and Kyrgyz is required, working knowledge of English would be an asset.

Duties

  • Maintain office accounts in accordance with local legislation, JSI’s finance regulations, and donor requirements;
  • Be responsible for the day-to-day accounting including maintaining the JSI field accounts system, examining receipts and vouchers, entering transactions into “1-C Accounting Program” and QuickBooks, reconciling advances, projecting and tracking expenditures and accruals, submitting reports by JSI FieldLink system;
  • Maintaining accounting in “1-C Accounting Program” in accordance with the Kyrgyz legislation and IAS requirements.
  • Assist in monitoring bank account, funds and payment status;
  • Ensure that all expenses are authorized and efficiently processed;
  • Ensure timely JSI’s tax payments and other statutory obligations are administered in accordance with Kyrgyz law;
  • Comply in a timely, accurate way with any in-country reporting and audit requirements;
  • Ensure timely submission of monthly financial reports to the Country Finance & Operations Director;
  • Assist with clearing monthly home office feedback on submitted financial reports;
  • Ensure documentation associated with financial transactions meets JSI/donor requirements;
  • Review the supporting documents for all authorized petty cash payments, invoices, and other supporting documents to ensure the accurateness and completeness of the documents;
  • Ensure all office space, utilities and other routine payments are paid in time as per lease agreements and the payment schedule is constantly updated;
  • Prepare the monthly payroll for fulltime staff, other payrolls as required according to the local legislation;
  • Tracking and monitoring of staff advances;
  • Assist the Country Finance & Operations Director to ensure compliance with all US Government (USG) and JSI financial management policies and regulations;
  • Ensure regular communications with the HR & Procurement Manager and the Logistics Officer for all financial related matters;
  • Ensure that all expenses incurred by the project are paid for in a timely manner;
  • Process payroll including computation of all applicable deductions;
  • Provides the timely preparation and submission of accurate accounting documents of Branch Office to the State Tax Inspection, Social Fund and National Statistics Committee of KR;
  • Maintaining grantee accounting records and files;
  • Monitor Kyrgyz Labor Law and other legislation that are relevant to INGO work and recommend any changes to Finance policy and Procurement policy as appropriate.
  • Perform any other tasks assigned by the Branch Office Director and Country Finance & Operations Director.
