POSITION DESCRIPTION
JSI seeks a qualified Communications Manager for the USAID Cure Tuberculosis 2 (Cure TB 2) Project in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The Communications Manager will develop and execute the project's comprehensive communications and knowledge management strategy. They will generate, compile and disseminate information to diverse stakeholders, while ensuring the strategy aligns with audience preferences for receiving information. They will also design and implement a multi-channel dissemination strategy, ensuring the project’s messages reach both local and international audiences effectively. The Communications Manager will work within the Outreach & Communications Group and report directly to the Deputy Chief of Party (DCOP).

Qualification requirements

  • Master’s degree in international development, communications, or a related field;
  • At least seven years of experience in communications and reporting, preferably within international development or nonprofit sectors;
  • Previous experience with USAID-funded projects is highly desirable;
  • Proven ability to conceptualize, write, and edit technical content;
  • Knowledge of media relations, event coordination, and public relations best practices;
  • Ability to develop and manage social media strategies and content across multiple platforms;
  • Demonstrated ability to work with new technologies, including social media platforms and other digital tools for communications;
  • Strong interpersonal skills with the ability to establish and manage timelines and coordinate with cross-functional teams;
  • Solid understanding of USAID branding and marking practices and guidelines, ensuring all materials align with donor requirements;
  • Familiarity with design tools like Adobe Photoshop, InDesign, or equivalent is preferred;
  • Excellent English and Russian language skills; knowledge of Kyrgyz is a plus.

Duties

  • Develop and lead the implementation of the project’s communications and knowledge management strategy;
  • Work with key program staff to coordinate, compile, write, and finalize quarterly and annual reports for USAID, ensuring timely submission of high-quality deliverables;
  • Collaborate with program staff to produce and disseminate technical briefs, policy briefs, reports, blogs, and other key program documentation;
  • Contribute to the project’s Strategic Information (SI) Plan by developing relevant communications products;
  • Manage and curate the project’s social media channels, creating strategies to reach key audiences effectively;
  • Develop content for multi-channel platforms, ensuring the right messaging for different stakeholder groups;
  • Monitor social media analytics to assess engagement and refine strategies based on audience behavior and preferences;
  • Guide program staff on communication opportunities and coordinate efforts to ensure messaging consistency;
  • Serve as the primary point of contact for USAID on communication and outreach, ensuring that project contributions support the donor’s communications goals;
  • Support senior leadership with strategic advice on communication opportunities, including media engagements and key event participation;
  • Track international, regional, and national conferences, supporting program staff in developing and submitting abstracts
  • Manage and coordinate program conferences and other high-profile events;
  • Manage and maintain media relations in the Kyrgyz Republic and monitor media coverage of the project ensuring positive visibility;
  • Organize media outreach, including photography and videography, to document project activities and achievements;
  • Provide guidance to program staff on JSI and USAID branding guidelines, ensuring adherence to the project’s branding strategy and marking plan across all public-facing communications and materials;
  • Maintain an organized e-filing system/database for all project documents and publications, ensuring timely access;
  • Oversee consultants in media outreach, photography, and videography, ensuring quality outputs for special events and adherence to the project’s branding strategy and marking plan for all public communications;
  • Perform other duties as assigned by the COP/DCOP.
