POSITION DESCRIPTION
JSI seeks a highly qualified Information System (IS) Specialist - Team Lead the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The IS Specialist – Team Lead will manage and refine the information systems to enable data for decision-making and immediate course correction. They will lead the development of a tuberculosis medical information system (TB MIS) in the country as an integral part of the E-Health system. In doing so, the Specialist will facilitate the implementation of TB MIS and ensure integration in the E-Government system. They will contribute to the national TB data system to ensure timely, complete, high-quality inputs for performance improvements. As the Team Lead, this position will oversee three IS Specialists. The IS Specialist – Team Lead will report to the Strategic Information Director, and interact with Chief of Party (COP), Deputy Chief of Party, and Technical Director.

Qualification requirements

• Master’s degree in information systems, development or computer science;
• Software development skills are essential;
• At least 10 years of experience in the information systems field, preferably in the Kyrgyz Republic;
• Experience in health management information system;
• Excellent problem-solving ability and analytical skills;
• Strong attention to detail and focusing on task completion;
• Excellent documentation and report writing skills;
• Professional Russian, English fluency preferred.

Duties

• Assist the National TB Center (NTC) to refine and develop strategical directions in TB MIS;
• Lead the development of software for TB MIS;
• Define software development project scope, objectives, staffing, resources and deliverables;
• Advise on appropriate technologies to be used for TB MIS implementation, including new data visualization approaches and web-based TB data dashboards;
• Manage the implementation of TB MIS at regional and community levels, including scheduling timelines and milestones, tracking project deliverables, and monitoring quality assurance measures;
• Formulate risk management and mitigation plans;
• Coordinate with other project staff to support public-private partnerships, research, training, and implementation of project activities;
• Support the NTC and the Oblast Tuberculosis Centers (OTC) to improve their data management by adopting assessment & monitoring tools that use real-time data;
• Produce Russian and English MIS analysis and scope of work (SOW) reports, and
• Perform other duties as assigned by the COP.
