POSITION DESCRIPTION
JSI seeks a qualified Outreach & Communications Specialist for the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The Outreach & Communications Specialist will play a key role in reaching diverse audiences with information about tuberculosis (TB) and the USAID Cure TB 2 Activity’s interventions aimed at combating TB and promoting comprehensive TB care reforms. This position will leverage standardized tools, channels, and materials to effectively convey messages, highlighting achievements in TB prevention and care. The Outreach & Communications Specialist will develop and implement impactful mass media campaigns and collaborate with media and implementing partners to promote behavior change and support TB care reforms. The role will involve developing and overseeing media activities, including coordinating interviews, monitoring coverage, and enhancing the Cure TB 2 Activity’s social media presence to engage and inform the community. The Outreach & Communications Specialist will work within the Outreach & Communications Group and report directly to the Deputy Chief of Party (DCOP).

Qualification requirements

• Bachelor’s degree in Journalism, Media and Communications, Social Work, or a related field; Master’s degree preferred.
• Minimum of 5 years of experience in community outreach, social behavior change communication, or public health programs, with a focus on mass media preferred.
• Proven ability to develop and implement outreach and communication plans, including media campaigns targeting diverse audiences.
• Experience creating culturally appropriate communication materials and messages.
• Skilled in training and mentoring journalists and building capacity within communities.
• Strong understanding of SBC strategies and their application in community health.
• Ability to monitor, evaluate, and adjust outreach activities based on data and feedback.
• Knowledge of modern social media tools and editing software (e.g., Adobe Photoshop, Canva, video editing) to enhance communication efforts.
• Familiarity with USAID-funded programs and their communication and reporting requirements.
• Excellent interpersonal, verbal, and written communication skills for engaging diverse stakeholders.
• Strong organizational skills with experience in maintaining accurate records and reporting.
• Team player with a collaborative approach to working with various teams and stakeholders. Adaptable to dynamic environments and changing priorities.

Duties

• Inject the outreach perspective into project strategic planning and decision-making to effectively address the demand for TB information and promote accurate communication regarding Cure TB 2 activities and successes.
• Provide informational support for the ongoing comprehensive reform of TB care delivery by developing and implementing targeted mass media campaigns aimed at various populations.
• Collaborate with the Communications Manager to coordinate media activities, including organizing public events, interviews, developing content, monitoring coverage, and enhancing the Activity's media and social media presence. Contribute to Communications Strategy and yearly plans.
• Engage with local partners’ press centers and media outlets to coordinate coverage of TB and comprehensive TB care reforms, ensuring cohesive messaging and effective outreach strategies.
• Work closely with the Social & Behavior Change (SBC) Specialist to create outreach campaigns and awareness events that raise TB awareness in communities, utilizing standardized tools and informational materials, particularly focusing on hard-to-reach and high-risk populations.
• Facilitate interviews, photo and video shoots, and media content to broadcast TB-related stories and promote awareness.
• Identify training needs for journalists and civil society organizations to enhance public knowledge and improve coverage of TB.
• Develop a media archive to monitor TB coverage and ensure consistent messaging.
• Develop a photo and video library related to the Activity’s events and initiatives.
• Monitor outreach activities with a focus on media coverage of TB issues and reforms, adjusting strategies as necessary to improve results.
• Participate in the documentation and reporting of Cure TB 2 activities and successes.
• Perform any other tasks assigned by the Deputy Chief of Party.
