POSITION DESCRIPTION
JSI seeks a highly qualified Information System (IS) Specialist 3 for the USAID Cure Tuberculosis 2 (Cure TB 2) Project in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The IS Specialist 3 will work to strengthen TB Medical Information Systems (TB MIS) and assist in sustainability and enhancement. The IS Specialist 3 will participate in software acquisition, acceptance, integration of new software to TB MIS eco-system, technical monitoring for the software products, governance and strategic documentation development of the TB MIS. They will be responsible for supervision of the software development and ensure software products design and implementation review of the TB MIS, provide assistance in smooth integration of TB MIS with other Kyrgyz information systems from technology perspective and optimized paths. The IS Specialist 3 will work in the MIS Group and will report to the IS Specialist – Team Lead.

Qualification requirements

• Master’s degree in information systems, development or computer science;
• Experience in information systems development and security;
• At least 15 years of experience in the development of information systems field;
• At least 5 years of experience in development of health management information systems;
• Experience in developing financial software products for healthcare;
• Experience in the development of technical specifications for a software product and other documentation;
• Software architecture skills;
• Excellent analytical skills;
• •Advanced programming and database development skills;
• Deep technical knowledge of C# (Visual Studio), MS SQL Server (SQL), Oracle (PLSQL), Visual Basic, JQuery, JavaScript, XML, HTML, JSON, CSS, ASP.NET, ADO.NET, LINQ, ORM, Web Service, Web Sockets, AJAX, Bootstrap, Report Service, Windows Forms, WPF, Xamarin; S3
• Participation in the development and design of projects related to the development and implementation of modern information systems in health sector;
• Strong attention to detail and focusing on task completion;
• Excellent documentation and report writing skills;
• •Professional Russian, English fluency preferred.

Duties

• Participate in software and systems governance and strategic documentation development;
• Participate in acquisition of software, providing necessary documentation and integration plans for this software;
• Develop Technical Specifications for software products;
• Supervise the software development for the system interoperability and provide software products design and implementation review;
• Technical analysis of the integration of the TB MIS with acquired, new software, that are in development or with software, that are going to be developed;
• Provide assistance and technical support in integration, development and deployment of TB MIS in test and production environment;
• Support the technical monitoring of TB MIS software products;
• Provide continuous software optimization and support to ensure optimal performance and proper maintenance of the existing TB MIS, including conducting gap analysis to identify deviations from expected performance, based on information from L1;
• Technical support and training of the national specialists working with TB MIS and project consultants in the issues related to the use of upgraded functionality of TB MIS;
• Develop scripts and query algorithms for both SQL and NoSQL databases to extract data from the TB MIS, supporting analytics for TB strategy development;
• Outline recommendations for optimizing tables and fields to improve database performance;
• Perform other duties as assigned by the COP and Strategic Information Director.
