JSI seeks a highly qualified Finance Officer for the USAID-funded Projects in the Kyrgyz Republic.
The Finance Officer will be responsible for monitoring the JSI financial accounts and systems for the projects and country office. The Finance Officer will be responsible for the accounting systems and bank accounts, budget tracking and expenditure projections, expense monitoring, and financial reporting. The Finance Officer will ensure cost-effectiveness, efficiency and accountability throughout the life of the projects. The Finance Officer will report directly to the Country Finance & Operations Director.

Qualification requirements

  • A degree or equivalent in an Accountancy and Finance with a minimum of 5 years’ relevant experience preferably with international organizations/projects;
  • Experience with USAID programs and knowledge of policies and procedures;
  • Experience with cost share requirements for USAID programs is preferred;
  • Significant experience of accounting for funds from international funders, including grant audits;
  • Good understanding of Kyrgyz legal and labor law requirements for INGOs;
  • Experience in work with QuickBooks accounting system;
  • Superior computer skills with a particular expertise in Excel, knowledge of “1-C Accounting Program”.
  • Experience and knowledge of Kyrgyz tax and social insurance requirements;
  • Experience in developing budgets and financial forecasts, monitoring and reporting;
  • Ability to work with others and to develop and maintain compatibility among project staff, partners, and recipients of assistance;
  • Must have strong organizational skills and be able to prioritize and handle high-pressure situations;
  • Must exhibit high levels of professionalism, integrity and ethical values at all times;
  • Able to manage tight deadlines and deliver high volumes of work with minimal supervision;
  • Excellent written and oral communication skills;
  • Any relevant professional qualifications are an advantage;
  • Strong knowledge of Microsoft Suite of software (Word, Excel, PowerPoint, etc.);
  • Fluency in Russian and Kyrgyz is required, working knowledge of English.

Duties

  • In collaboration with the Country Finance & Operations Director, establish and maintain a financial and administrative system fulfilling all USAID rules and regulations and in line with JSI financial policies and procedures;
  • Assist Country Finance & Operations Director in addressing subgrantees-related issues, namely reviewing and processing invoices and reviewing financial reporting and advance requests;
  • Maintaining grantee accounting records and files;
  • Responsible for grantee’s payments and financial reports, tracking their advances and payments;
  • Be responsible for the day-to-day accounting including maintaining the JSI field accounts system, examining receipts and vouchers, entering transactions into “1-C Accounting Program” and QuickBooks, reconciling advances, projecting and tracking expenditures and accruals, submitting reports by JSI FieldLink system;
  • Review the supporting documents for all authorized payments, invoices, and other supporting documents to ensure the accurateness and completeness of the documents;
  • Implement and train colleagues on strong internal controls to mitigate against the risk of financial fraud;
  • Support non-finance staff through trainings;
  • Ensure the monthly accounting cycle, including payroll, invoices and payment requests, and bank account monitoring, system of internet banking and reconciliation;
  • Assisting in maintaining monthly budget tracking sheet (BTS) and updating as necessary to make ready for monthly financial analysis;
  • Assisting in preparation USAID accruals reports and other reports as requested;
  • Review and monitor the field operations budget with the management team, including reviewing activities’ cost projections;
  • Respond to queries raised on finance reports uploaded to FieldLink and resolve them in a timely manner;
  • Maintain an electronic payments system that is efficient to support project activities;
  • Prepare quarterly VAT reports and documentation for submission to USAID; and
  • Perform other relevant duties as assigned by the JSI Branch Director and Country Finance & Operations Director.
