POSITION DESCRIPTION
JSI seeks a qualified Information System (IS) Specialist 1 for the USAID Cure Tuberculosis 2 (Cure TB 2) Project in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The IS Specialist 1 will work to implement, monitor and analyze the implementation of the TB Medical Information Systems (MIS). The IS Specialist 1 will be responsible for analyzing the business processes related to TB MIS with outputs for its enhancement; developing analytical, technical and operational documentation for software and sustainability reports. The IS Specialist 1 will work in the MIS Group and will report to the IS Specialist – Team Lead.

Qualification requirements

  • Degree in information technology;
  • Experience in the field of information technology;
  • Experience in implementing information systems for the health sector;
  • Experience of working with network technologies;
  • Experience in conducting trainings and providing presentations;
  • Knowledge of the basics and principles of building automated information systems;
  • Experience of working with Linux and Windows server solutions at the administrator level;
  • Experience in organizing technical support for information system users;
  • Knowledge of the .NET, MS SQL and related development tools, understanding the principles of DB operation;
  • Knowledge and experience with XML and JSON;
  • Develop dictionaries for TB MIS based on XML (eXtensible Markup Language) data exchange format or JSON;
  • Experience of working with SOAP (Simple Object Access Protocol), REST (Representational State Transfer), XML-RPC (XML Remote Procedure Call) protocols for data exchange;
  • Experience of working with web services and APIs;
  • Experience with building a network (VPN);
  • Knowledge and experience with C# and Python;
  • Programming and database development skills;
  • Responsibility, independence, logical thinking;
  • Professional Russian, English fluency preferred.

Duties

  • Participate in the analysis of TB MIS evolvement directions;
  • Research and analyze software and technologies to be used in TB MIS;
  • Maintain documentation of the TB MIS activities;
  • Write analytical reports;
  • Implement TB MIS components in hospitals, laboratories and at the PHC level;
  • Train staff to work with TB information systems and improve computer literacy;
  • Monitor the work of the systems and analyze the work of the health workers in hospitals, laboratories and at the PHC level in TB MIS;
  • Organize and develop training documents for TB MIS users;
  • Interact with stakeholders on the issues related to enhancement and implementation of TB MIS;
  • Organize and carry out trips to implement TB MIS in hospitals, laboratories and PHC level with on-site monitoring and reporting and assessment/analysis of the level of TB MIS implementation;
  • Organize and collect feedback and proposals from health workers to improve the operation of TB MIS with reporting and documentation on evolvements made in the system;
  • Execute tasks assigned by the Project management;
  • Deploy and configure system;
  • Collect data on requested analytical reports for the Project management;
  • Maintain and document reports by categories;
  • System testing;
  • Create accounts for services. Define the tasks to be solved, operating conditions, and other software requirements;
  • Develop functional requirements and formalize them in writing;
  • Develop technical documentation and instructions;
  • Digitalize and optimize business processes of fields and tables. Describe optimization of tables and fields;
  • Write scripts and query algorithms for MS SQL, and
  • Perform any other tasks assigned by the Chief of Party and Strategic Information Director as needed.
