POSITION DESCRIPTION
JSI seeks a highly qualified Information System (IS) Specialist 2 for the USAID Cure Tuberculosis 2 (Cure TB 2) Project in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The IS Specialist 2 will work to implement, manage, and strengthen TB Medical Information Systems (MIS). The IS Specialist 2 will provide technical support for the strategic direction, software selection, and TB MIS enhancement. They will be responsible for ensuring the optimization of data collection and the smooth integration of TB MIS with other Kyrgyz information systems. The IS Specialist 2 will work in the MIS Group and will report to the IS Specialist – Team Lead.

Qualification requirements

  • Master’s degree in information systems, development or computer science;
  • Experience in information systems maintenance;
  • At least 15 years of experience in the information systems field in the Kyrgyz Republic;
  • Experience in health management information system is a plus;
  • Experience in the development of technical specifications for a software product and related documentation;
  • Excellent analytical skills;
  • Database skills;
  • Experience in software development is required;
  • Participation in the development and design of projects related to the development and implementation of modern information systems in health sector;
  • Strong attention to detail and focusing on task completion;
  • Excellent documentation and report writing skills;
  • Professional Russian, English fluency preferred.

Duties

  • Develop the general requirements for TB MIS enhancement;
  • Participate in the development of strategic directions of TB MIS;
  • Participate in the development of Technical Specifications for software products and evaluation;
  • Provide technical support to ensure the continuous development, and optimization of the TB MIS;
  • Participate in and support the implementation of TB information system elements as they are developed across all levels, including creating schedules and milestones, tracking project deliverables, and overseeing quality assurance measures;
  • Analysis of feedback and proposals from health workers to plan enhancements of the TB MIS and incorporate improvements into the system’s ecosystem;
  • Analysis of existing business processes in TB Prevention to create a model and develop the architecture of new software products, taking into account their mutual integration;
  • Provide technical support to ensure software quality for TB MIS and integration adapters with other systems;
  • Assist in ensuring of the data quality in TB MIS and providing technical support for the dashboards development;
  • Implement plans for interaction between TB MIS and other information systems of the country through the state system of interdepartmental interaction (Tunduk);
  • Analyze data from system inputs and subsystems, such as tables, databases, and web pages, and develop recommendations for optimizing data collection and processing systems; and
  • Perform any other tasks assigned by the Chief of Party and Strategic Information Director as needed.
