Duties
Job holder is a coordinator for U.S. embassy housing. Individual is responsible for identifying and locating new housing as well as conducting lease negotiations. Establishes/maintains relationships with current and prospective landlords. Manages the Real Estate portfolio of approximately 60 leased properties. Works closely with the GSO to develop a 2–5-year Real Estate strategy. Required to maintain leasing records in the ATLAS Housing, Real Property Application (RPA), and Electronic Model Lease (eML) applications, and is responsible for the submittal of all required reports and related correspondence. This coordination role requires excellent management skills and constant communication and coordination with several offices within the U.S. embassy as well as with incoming and outgoing embassy staff occupying the residences. Job holder also develops working relationships with landlords and/or their respective agents and management companies in a continuing dialogue to build relationships that ensure a successful housing program.

Requirements:
Selected candidate must be able to obtain and hold a Public Trust - Background Investigation. Selected candidate will be subject to a background investigation and may be subject to a pre-employment medical exam. Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Education Requirements:
Completion of secondary school is required.

Experience:
Two years of experience in residential or non-residential real estate fields with progressively increasing responsibility.

Language:
Good working knowledge (speaking/reading/writing) of English is required. Fluent knowledge (speaking/reading/writing) of Russian is required. Good working knowledge (speaking/reading/writing) of Kyrgyz is required. (This may be tested.)

Job Knowledge:
Must have a good working knowledge of typical American standards in houses so it can be applied to finding a house to lease that meets U.S. government housing standards. A good knowledge of local city real estate laws, regulations, and procedures as they relate to residential leasing and contracting is required. Maintains current knowledge of local housing market, local leasing, utilities regulations, and practices.

Skills And Abilities:
Incumbent must be highly motivated and able to establish priorities, follow through with established policies, and handle a full range of issues independently. Translation and interpretation skills are required to explain lease terms to landlords. Strong interpersonal and communication (written and oral) skills are required to communicate effectively with prospective and current occupants. Strong organizational skills are required to manage the complex assignment and make ready processes. Excellent overall computer skills including familiarity with the MS Office software suite is required. Numerical skills for interpreting and reporting data are required. Must have a valid driver’s license. (This may be tested.)
