We are currently seeking qualified candidates for the position of EpiC Kyrgyzstan Strategic Information Consultant for Global Health Security (GHS). The position will be based in Bishkek, Kyrgyzstan.

EpiC Central Asia Region Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.

The EpiC project is also well positioned to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development (USAID) goals. With presence in more than 60 countries and extensive breadth and depth of technical experience in the 11 priority GHS technical areas, FHI 360 and our consortium partners are ready to rapidly implement GHS programming.

Qualification requirements

  • Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline.
  • At least 5 years of experience working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs. Experience working on M&E of the GHS programs is preferable.
  • Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports, experience in Tableau or Power BI preferred.
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software.
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings.
  • Demonstrated ability to portray complex data sets in easy-to-understand formats including visualizations.
  • Demonstrated working knowledge of the Kyrgyz Republic’s health service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.
  • Demonstrated experience in training and mentoring staff and others.
  • Excellent report writing, analytical and communication skills, including oral presentation skills.
  • English and Russian language fluency required; Kyrgyz fluency preferred.

Travel Requirements:

  • 50%, mostly within the Kyrgyz Republic  

Duties

The EpiC Kyrgyzstan Strategic Information (SI) Consultant for GHS will be responsible for monitoring and evaluation activities of the project in the country under the oversight of the EpiC Senior Regional SI Advisor with dotted line to EpiC Kyrgyzstan Associate Project Director for GHS. They will be the country technical lead responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. They will lead efforts to strengthen monitoring and evaluation, and performance reporting across the country, which may include working with the national partners and key stakeholders to monitor, document and analyze the performance of their GHS services and activities and ensure data quality. 

Position Responsibilities:

  • Work closely with the EpiC Senior Regional SI Advisor to support all project monitoring and reporting requirements.
  • Support development and implementation of performance monitoring/assessment and learning tools.
  • Provide onsite and on-the-job technical assistance to SI and M&E specialists and others as required and requested as part of overall capacity building and continuous improvement schemes.
  • Support data quality control and verification, conducting periodic DQA following standard operating procedures determined in consultation with the EpiC Senior Regional SI Advisor.
  • Support data analysis and reporting.
  • Assist in the preparation of all SI reports and uploads to any online systems, as required. Contribute to quarterly, semi-annual progress reports, including analyze GHS indicators.
  • Assist with any planned project research activities, as needed.
  • Provide expert advice in preparation of training materials, SOPs, job aids and deliver trainings to the to required staff. 
  • Technical assistance to review, customize, update or development required documents related GHS (policies, guidelines, SOPS etc.)
  • Contribute to design and/or delivery of data presentations in MS Word, Excel and/or Power Point formats.
  • Lead the work on conducting the assessment and mapping of existing M&E systems/structures within the MOH, MOA and MONRETS through establishing and involving national Technical Working Group.
  • Conduct the assessment to identify gaps in data collection, reporting, analysis and potential ways to streamline/harmonize indicators for One Health.
  • Lead the work on the development of a whole-of-government, cross-cutting GHS M&E framework and implementation strategy based on the EpiC’s 2019-2027 global PMELP framework and USAID-specific M&E guidance, through engaging TWG and in collaboration with GHS partners in the country. 
  • Performs other duties as assigned.
