The OSCE Programme Office in Bishkek remains a dedicated partner to the Kyrgyz Republic in fulfilling its human dimension (HD) commitments. Particularly, the POiB supports efforts to strengthen the rule of law and administration of justice, the respect of human rights, and implement judicial and legal reforms, with a special focus on:

  • Implementing OSCE commitments related to the rule of law in Kyrgyzstan;
  • Promoting the administration of justice;
  • Ensuring fair trial rights;
  • Building capacity among rule of law stakeholders (enhancing the capacities of law enforcement agencies, prosecution bodies and the judiciary) in the area of rule of law and human rights;
  • Implementing legal and judicial reforms;
  • Monitoring developments in human rights and the rule of law;
  • Digitalization of the justice system in accordance with human rights standards;
  • Raising awareness about the rule of law; and
  • Cooperating with civil society organizations and international bodies to implement legal and judicial reforms effectively.

 

Objective of Assignment: 

The POiB is establishing a roster of suitable candidates to support the implementation of the HD Programme projects focused on strengthening the rule of law, administration of justice, respect for human rights, and judicial and legal reforms and to provide expertise in one or more of the following fields:

  • Rule of Law and Justice System: Rule of Law; Criminal Justice; Administrative Justice; Constitutional Justice; Trial Monit/oring;
  • Human Rights and Education: Human Rights; Legal and Human Rights Education
  • Legal Reform and Development: Judicial Reform; Law-Making; 
  • Technology and Modernization: Digitalization.

Qualification requirements

  • University degree in Law, Political Sciences, Social Sciences, Gender Studies, Education, International Relations, IT or in the related fields;
  • A minimum of 2 years of professional experience in one or more of the above-listed fields;
  • Strong understanding of the rule of law, human rights, and the social, economic and political context in Kyrgyzstan;
  • Experience in planning, implementation, management and monitoring of projects;
  • Experience in legislative drafting or analysis is highly desirable, as experience in the implementation of international, regional or national-wide level projects;
  • Experience in the application of AI tools and media literacy will be an asset;
  • Strong analytical and writing skills, with experience in developing analytical materials and reports;
  • Professional fluency in Russian with excellent communication (both oral and written) skills; professional fluency in English and Kyrgyz would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience using Microsoft applications.

Duties

Under the overall guidance and direction of the Programme Manager and National Rule of Law Officer, the Consultants will provide expertise and assist in the implementation of the HD Programme projects, particularly providing expert support in: 

  • Conducting needs assessment and surveys in the fields of rule of law, human rights, criminal justice, judicial reform, trial monitoring, and digitalization;
  • Developing analytical papers and reports;
  • Creating manuals and training materials for the rule of law stakeholders;
  • Implementing HD Programme activities related to capacity building and awareness-raising of various formats;
  • Providing legal support, including analysing relevant legislation and developing draft regulatory norms.
  • Developing monitoring/assessment methodologies, guides, and reports;
  • Reporting on the findings of monitoring visits in accordance with international standards;
  • Conducting trial monitoring activities;
  • Developing, analysing and assessing IT systems related to the justice sector.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
