Background:

Acted is an independent, international organization headquartered in Paris, France. In line with Acted's global "3Zero" Strategy: Zero Exclusion, Zero Poverty, Zero Carbon, Acted works across a broad range of sectors to foster inclusive and sustainable development, including Natural Resource Management (NRM), Climate Change Adaption (CCA) and Disaster Risk Management (DRM) through its STREAM approach.

The STREAM programme aims to foster evidence-based and effective Natural Resources Management (NRM) in the Ferghana Valley. The initiative empowers local and national actors and promotes dialogue to ensure sustainable development in the context of climate change.  These activities are part of both USAID and in particular the EU funded initiative within the wider STREAM programme and implemented by Acted in Kyrgyzstan and Tajikistan from 2023 to 2025.

Purpose: To conduct a capacity assessment of grassroots organizations using the GOCA methodology

The period of this assignment will be approximately: October 25, 2024 - October 30, 2025 

Location: Bishkek, Kyrgyzstan (with possible travel to the Batken pilot region)

Qualification requirements

• Advanced university degree in social sciences or other relevant fields.
• At least 3 years of increasingly responsible work experience in working with CSOs and/or business intermediary organizations using GOCA methodology.
• Excellent knowledge of the Acted GOCA tool, and previous experience working with the tool, conducting trainings and baseline assessment.
• Ability to formulate research methodology, extensive background in data analysis, and demonstrated drafting skills.
• Proven experience on conducting capacity building training on organization development in CSO sector.
• Ability to work in a team environment.
• Professional fluency in Kyrgyz and Russian required, English language skills will be an asset.
• Ability to draft clear, accurate and sound analytical texts in Kyrgyz and Russian is required.

Duties

• adapting GOCA tool module
• conducting baseline assessments for 7 CSOs/CBOs
• providing 2-full days of trainings for 7 assessed beneficiaries
• conducting midline assessments for 7 CSOs/CBOs
• providing second round of 2-full days of trainings to 7 assessed CSOs/CBOs
• conducting endline assessments for 7 CSOs/CBOs
