The EU co-financed project is part of the Regional Project "Climate-sensitive Water Resources Management in Central Asia", which is commissioned by the German Ministry of Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

Qualification requirements

Qualifications and specialist knowledge

  • University degree in a job-related field, such as business administration, water management, environmental governance, etc.
  • Experience of working with international programmes is an asset
  • 3 years of professional experience in the field of programmatic and administrative assistance, finance support and translation
  • Knowledge of GIZ administrative and finance procedures and regulations would be an asset
  • Ability to express oneself well both verbally and in written in English, Kyrgyz and Russian; polished, target-group oriented style; German would be an asset
  • Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
  • Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community
  • Ability to adapt easily to work under the stress.

Duties

Core tasks

In your role you perform the specified commercial, organisational and administrative tasks correctly and on schedule in collaboration and consultation with your line manager, in accordance with the project/programme objective and with due regard for legal, contractual and internal requirements and procedures.

In this context, you organise all types of events that are planned in the project/programme, in accordance with GIZ’s rules and regulations, and are the contact person for all internal and external actors.

You are responsible for managing and updating the required files and data for your work area. You compile these files and data for evaluations, files and statistics, in line with requirements, and observe the quality assurance standards that apply for documents.

You cooperate constructively with all internal and external stakeholders in your area of responsibility and help work on the issues and tasks that arise in the project/programme. You ensure that information flows correctly, refer matters to other units as required and ensure that all processes run smoothly.

In response to enquiries, you provide general information within your specialist area based on established processes and with due regard for compliance rules. You also provide information and advice on internal workflows.

You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.

You perform the tasks assigned to you by your line manager, where required.

Main activities

  • Assisting with the preparation of administrative documentation and support in programme administrative tasks;
  • Assisting in programmatic tasks;
  • Supports the team with desk research on project relevant topics;
  • Drafts and maintains correspondence with national and international partners;
  • Supports organisational, administrative, and logistical aspects of project activities such as: project coordination meetings, working meetings, trainings, workshops, seminars, conferences, public events, study tours etc.;
  • Documents events by writing minutes and protocols;
  • Helps prepare visitor programmes for international experts and partner organisations working within the project, supports the visa process for international experts, draws up travel schedules, organises transport of visitors and makes hotel and ticket reservations;
  • Supports PR and Communication: Cooperation on PR matters with the relevant colleagues in the project and the GIZ Country Office in Kyrgyzstan;
  • Translates and interprets consecutively for the project and international consultants from Kyrgyz and Russian into English and vice versa;
  • Files documents in reference files or in DMS in line with GIZ filing rules;
  • Supports in the efficient processing of all local payments in compliance with GIZ and EU procedures and daily invoice checking, processing and record keeping;
  • Maintains the project inventory;
  • Assistance in processing travel expense statements of staff and partners for approval by the Project Manager;
  • Assists in preparing project internal and external audits.

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description

Conditions

Duty Station is Bishkek.

The contract duration is till 31.12.2025.
