Chemonics International, a leading international development organization based in Washington, D.C., seeks a Finance & Operations Director for the five-year USAID-funded Kyrgyz Republic Green Solutions Activity (KGS). The activity aims to build the capacity of the Kyrgyz Republic to adapt to and mitigate the effects of climate change in its economy in order to create and develop a “green economy,” or one that is low carbon, resource-efficient, and socially inclusive. The Activity will promote practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions.

Qualification requirements

·        Academic degree in business administration, financial management, economics or other relevant field; masters preferred 

·        At least six years of experience overseeing efficient operations, financial management, human resources administration, procurement, and compliance for projects of similar size and complexity   

·        Knowledge of the operating environment, financial, and employment regulations in the Kyrgyz Republic

·        Demonstrated ability to work productively within a team, including experience managing and supervising teams and individuals   

·        Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities 

·        Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively  

·        Previous USAID experience and knowledge of USAID rules and regulations strongly preferred   

·        Proficiency in English and Russian is required, with excellent written and oral communication skills; Kyrgyz language preferred, but not required   

Duties

The Finance & Operations Director will ensure efficient operations, financial management, and compliance with USAID regulations, Chemonics policies and local law. This position is based in Bishkek, Kyrgyz Republic. We are looking for an individual who has a passion for making a difference in the lives of people around the world.

Responsibilities Include:

·        Ensure efficient operations, financial management, human resources administration, procurement, compliance with USAID regulations, Chemonics policies, and local law.

·        Work with the COP and Home Office Based Project Management Unit to manage the contract budget and prepare financial reports for submission to USAID.  

·        Liaise with local entities such as project bank, tax registration and local business authorities, and ensure registrations and certifications are up to date and compliant.  

·        Ensure that all finance and administrative staff have access to and a working knowledge of USAID rules and regulations policies.

·        Enact fraud mitigation practices and ensure that the systems and processes are in place to effectively support award implementation. 

·        Identify gaps in operational procedures and bottlenecks that hinder program implementation in the field and outcome achievement, and recommend solutions. 

·        Ensure the completion of all technical and financial reporting for program donors in a timely and accurate manner.

·        In collaboration with the Operations Manager, oversee recruitment processes in compliance with Chemonics established procedures. 

·        Manage all onboarding processes to ensure new hires are provided with adequate training and orientation regarding the project and relevant Chemonics policies

·        Supervises Finance Manager and Operations Manager

·        Perform other tasks as directed by the Chief of Party (COP)
