Chemonics International, a leading international development organization based in Washington, D.C., seeks a Monitoring, Evaluation, and Learning (MEL) Manager for the five-year USAID-funded Kyrgyz Republic Green Solutions Activity (KGSA). The activity aims to build the capacity of the Kyrgyz Republic to adapt to and mitigate the effects of climate change in its economy in order to create and develop a “green economy,” or one that is low carbon, resource-efficient, and socially inclusive. The Activity will promote practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions.  

Qualification requirements

  • Bachelor’s degree in sociology, mathematics, data analysis, economics, communications, or related field required; master’s degree preferred
  • At least five years of experience in monitoring and evaluation functions, including experience working with USAID or other donor-funded programs, required
  • Strong qualitative and quantitative skills with demonstrated experience in data collection, data analysis, and data quality assessments
  • Demonstrated experience in performance measurement, including indicator selection, definition and monitoring, and performance reporting
  • Proven ability to effectively engage a wide range of stakeholders including national and local state institutions, CSOs, media, the private sector, civic actors, and other stakeholders
  • Demonstrated ability to build collaborative team relationships that promote learning for effective program implementation
  • Willingness to pro-actively propose and implement modern tools in data analysis and visualization
  • Demonstrated professional excellence and strong analytical skills
  • Demonstrated ability to fully and effectively communicate in English, both oral and written, is required.

Duties

The MEL Manager will be responsible for managing data-driven monitoring, evaluation, and learning activities and leading data collection and analysis for the Activity. This position is based in Bishkek, Kyrgyz Republic. The MEL Manager will ensure that overall program MEL activities meet quality standards, coordinating closely with program leadership and consistently engaging component team members.  We are looking for an individual who has a passion for making a difference in the lives of people around the world.

Responsibilities Include:

  • Oversee the overall design and execution of the Activity’s MEL Plan, including performance indicators, data collection tools, and data analysis frameworks, and maintain the quality of the program’s MEL systems and data capture
  • Design and implement monitoring and evaluation strategies to ensure program success and accountability
  • Lead data collection and analysis, design data collection tools that allow for quantitative and qualitative analysis, and support data analysis and impact assessments at the program and intervention levels
  • Liaise with technical teams to ensure compliance with internal program procedures regarding reporting under the Activity MEL Plan
  • In partnership with the Grants Team, foster a culture of MEL within the program team by promoting best practices, knowledge sharing, and continuous improvement among program staff and partners, including grantees
  • Identify MEL training needs and provide guidance and capacity-building support to program staff and partners, including consultations/clarifications on data requirements under USAID-funded programs as needed
  • Coordinate with component teams and Activity partners, including government counterparts, grantees, and subcontractors, to support data quality and collection to ensure timely reporting
  • Oversee the maintenance of records on indicators according to the Activity MEL Plan
  • Manage data verification according to requirements of USAID ADS 201
  • Update the Activity MEL Plan as required by the contract
  • Perform other duties as directed by the Deputy Chief of Party
  • Supervise the MEL Assistant
