Nature of the consultancy: Consultancy services to deliver ongoing monitoring of the project against the result framework of the Protection of Vulnerable Migrants with Special Emphasis on the Empowering Women in the Context of Migration in Central Asia.
Duty Station: Bishkek or Osh (remote)
Duration of the consultancy: September 2024 - April 2025
Project Context and Scope:
The project on “Protection of vulnerable migrants with special emphasis on empowering women in the context of migration in Central Asia” aims to contribute to strengthening the protection of migrants and increasing the resilience of vulnerable migrants, especially women, in Central Asia, in the context of the ongoing COVID-19 pandemic. The project will achieve this overall objective by accomplishing the following outcomes at the individual and the household/family, at the community and at the structural levels:
Outcome 1: Women in the context of migration are empowered to participate in the labour market in countries of origin and destination (at the individual, household/family levels)
Outcome 2: Target communities in Central Asia adopt gender equitable attitudes and behaviours towards vulnerable women in the context of migration (at the community level)
Outcome 3: Strengthened national response to migrants’ vulnerabilities through consolidated coordination platforms, and cooperation among all relevant actors, also in the context of the ongoing COVID-19 pandemic (at the structural level)
Organizational Department / Unit to which the Consultant is contributing:
Protection and Climate Mobility Unit, “Protection of vulnerable migrants with special emphasis on empowering women in the context of migration in Central Asia” project (PX.0327).
Education, Experience and/or skills required:
- Master’s degree in economy, sociology, gender studies, anthropology, and/or in other social sciences.
- At least five years of proven experience in delivering monitoring and evaluation services with proven knowledge and skills of quantitative and qualitative methods of analysis.
- A proven experience of diverse data collection techniques: observations, interviews and focus group discussions, surveys, transactional tracking, social media monitoring, and forms.
- Knowledge, skills, and experience of using electronic data collection and data visualization platforms is highly desired.
- Skills and experience of using data analysis software (Ex: STATA, SPSS, etc.) is an asset.
- An in-depth knowledge and understanding of the topics and issues in migration-gender nexus is highly desired.
- Fluency (oral and written) in English and Kyrgyz; knowledge of Russian is an asset.
Travel required:
Travel within the country is required: Osh, Batken, Jalalabad, and Chui oblasts.

Category B Consultants: Tangible and measurable outputs of the work assignment:
- Develop M&E plan for the project based on the project workplan and results matrix framework.
- Develop monitoring reports based on the implementation of the M&E plan.
- Generate a knowledge management system based on the M&E reports.
Performance indicators for the evaluation of results:
- M&E plan is developed using the most appropriate data analysis methods and data collection techniques.
- M&E reports are structured and user friendly with quality data visualization (when applicable) using data visualization software and/or platforms.
- All M&E data is managed systematically in an accurate and accessible manner.
- Overall work is delivered in compliance with values and behavioural indicators of IOM.
