Nature of the consultancy: Under the overall supervision of the country manager of the project of the International Organization for Migration (IOM), the successful candidate will develop financial literacy module and train on financial literacy SRA/PRAs and will consult on financial matters.

Project Context and Scope:

In 2022 IOM started implementation of the regional ‘Labour Migration Programme – Central Asia’ funded by the Swiss Development and Cooperation Agency (SDC) with an overall goal to assist the governments in Central Asia to enhance labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination.

Qualification requirements

Education, Experience and/or skills required:

Education: Diploma – completed university degree relevant for the assignment.

Experience:

  • At least 3 years of experience in working with financial literacy and training, developing training materials; 
  • Knowledge and understanding of the migration issues;
  • Experience in working with the government agencies, banks, international organizations and UN agencies is an advantage.

Competencies and Skills:

  • Good knowledge of the migration & financial literacy;
  • Familiarity with IOM’s mandate;
  • Good command of oral and written Russian and Kyrgyz; English is an advantage.

Personal Qualities and other requirements:

  • Good interpersonal skills, solid judgment/decision making, initiative and creativity;
  • Cultural and gender sensitivity.

Travel required:

Travel within Kyrgyzstan will be required and all related expenses will be covered by IOM.

Duties

Category B Consultants: Tangible and measurable outputs of the work assignment:

  • Conduct a mapping of the existent financial products of commercial and state banks targeted at migrants and their families.
  • Develop a module on financial literacy including text file and presentation to be incorporated in the PDO package as well as related materials to be shared with families of prospective migrants (in Russian and Kyrgyz languages).
  • Train institutions offering PDO services on providing migrants with the new module on financial literacy and the related materials for families.
  • Serve as Focal point between IOM, National Bank and commercial banks.
  • Guide IOM on development of a financial literacy product targeted specifically to respond to the needs of migrant workers and their families and conduct outreach to identified banks to present project intention and potential collaboration.
  • Compliance with IOM Data Protection Principles. 

Performance indicators for the evaluation of results:

  1. Conduct a mapping of the existent financial products of commercial and state banks targeted at migrants and their families (deliverable by 30 November 2024).
  2. Develop a module on financial literacy to be incorporated in the PDO package as well as related materials to be shared with families of prospective migrants (deliverable by 28 February 2025).
  3. Train institutions offering PDO services on providing migrants with the new module on financial literacy and the related materials for families (deliverable by 31 March 2025).
  4. Guide IOM on development of a financial literacy product targeted specifically to respond to the needs of migrant workers and their families (deliverable by 30 April 2025).
  5. Final report (deliverable by 30 April 2025).
