Nature of the consultancy: Consultancy services to provide technical support on monitoring and tracking income generating grants (startup grants) under the Protection of Vulnerable Migrants with Special Emphasis on the Empowering Women in the Context of Migration in Central Asia Project. Note: It is expected to hire up to five consultants.
Project Context and Scope:
The project on “Protection of vulnerable migrants with special emphasis on empowering women in the context of migration in Central Asia” aims to contribute to strengthening the protection of migrants and increasing the resilience of vulnerable migrants, especially women, in Central Asia, in the context of the ongoing COVID-19 pandemic. The project will achieve this overall objective by accomplishing the following outcomes at the individual and the household/family, at the community and at the structural levels:
Outcome 1: Women in the context of migration are empowered to participate in the labour market in countries of origin and destination (at the individual, household/family levels);
Outcome 2: Target communities in Central Asia adopt gender equitable attitudes and behaviours towards vulnerable women in the context of migration (at the community level);
Outcome 3: Strengthened national response to migrants’ vulnerabilities through consolidated coordination platforms, and cooperation among all relevant actors, also in the context of the ongoing COVID-19 pandemic (at the structural level).
The project is providing 30 income generating grants to rural women with migration experience from Batken, Jalalabad, and Osh oblasts. The income generating grants cover several sectors of the economy: garments, public catering, cleaning services, bakeries, semi-processed food production, and handcrafted leather items.
Consultant(s) are expected to monitor the grantees' business progress and provide grantees with knowledge and guidance to achieve their business goals.

Protection and Climate Mobility Unit, “Protection of vulnerable migrants with special emphasis on empowering women in the context of migration in Central Asia” project (PX.0327).
Education, Experience and/or skills required:
- Bachelor's degree in economy, finance, business administration; or evidence of competency on fulfilling proposed vacancy (certificate of business tracking/monitoring, etc.)
- At least three years of proven experience in delivering monitoring and tracking of startups.
- Excellent communication and problem-solving skills.
- Fluency in Kyrgyz is required; command in Russian and English is an asset.
Travel required:
Travel within the country is required: Osh, Batken, and Jalalabad oblasts.

Tangible and measurable outputs of the work assignment:
- Conduct initial screening of the startups and develop tailored action plan to meet needs of each grantee.
- On a weekly (1 hour per week) basis monitor progress of the grantee against the goals set in the action plan.
- Provide specific guidance based on the sectoral needs of each startup.
- Provide technical support on forming and testing a value proposition, selecting optimal sales. channels, and build processes to scale the business model if appropriate.
Performance indicators for the evaluation of results:
- At least 20% of knowledge increase of the grantees on standard principles of business processes.
- Monthly report on the implementation of the tailored action plan based on the initial screening.
- Final report with overall assessment and recommendations of each start-up.
Education, Experience and/or skills required:
- Bachelor's degree in economy, finance, business administration; or evidence of competency on fulfilling proposed vacancy (certificate of business tracking/monitoring, etc.)
