Nature of the consultancy: Under the overall supervision of the International Organization for Migration (IOM)’ Media and Communications Specialist, and the direct supervision of the Centre of Employment Abroad under the Ministry of Labour, Social Security and Migration of the Kyrgyz Republic (CEA)’ Director, the successful candidate will propose a comprehensive mechanism that describes the process of online awareness-raising activities using innovative tools, methodologies or formats, the process of identifying target group and targeting online.

Project Context and Scope:

Supporting Safe and Orderly Migration from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan to the UK Project aims to support the safe participation of Central Asian migrants in the UK Seasonal Workers Scheme (SWS), promoting a positive migration experience within the United Kingdom (UK) and helping participating Central Asian countries to maximise its benefits to economic development. It aims to address the challenges faced by Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan nationals engaged in labour migration to the United Kingdom under the SWS.

Protection and Climate Mobility Unit, “Supporting of Safe and Orderly Migration from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan to the UK” project, LM.0545.

Qualification requirements

Education, Experience and/or skills required:

  • Bachelor's degree in Social Sciences, Mass Media, Migration and Social Inclusion or another related field; 
  • At least 3 years of experience in developing and conducting information campaigns;   
  • Excellent knowledge of social media marketing principles; 
  • Proven communication skills, with a strong command of Russian and Kyrgyz language.

Competencies will be assessed during a competency-based interview. 

Duties

Category A Consultants: Tasks to be performed under this contract:

  • In cooperation with the CEA and IOM, develop weekly content-plan for targeting prospective migrants with full and accurate information about the SWS;  
  • Conduct an information campaign reaching the following targets: 
  1. CEA Instagram – at least 50,000 people monthly (2,000 engagements and 2,000 impressions);
  2. CEA Facebook – at least 5000 people monthly (500 engagements and 500 impressions);
  3. CEA and IOM YouTube – at least 25,000 people monthly (1,000 engagements and 1,000 impressions);
  4. CEA Telegram – at least 1000 people.
  • In cooperation with IOM, develop all visual materials and information products and conduct weekly online dissemination on all relevant social media platforms; 
  • Publish posts related to SWS on the CEA website and social media platforms;  
  • Provide effective consultations using innovative technologies through social media platforms; 
  • Keep statistics on social networks and regularly report on the number of people covered. It is advisable to disaggregate the statistics by age, gender and geographic location. Coverage of all prospective labour migrants, the target group of an information campaign should reach at least 200,000 people (at least 10,000 engagements and 10,000 impressions); 
  • Сover all the CEA activities (photos, videos, success stories); 
  • Prepare monthly reports on the results achieved of the developed content-plan implementation, including media-analytics: views, click-through rates, interactions, etc.;
  • The consultant shall coordinate well in advance the materials of the proposed information campaign with the Media and Communications Specialist and other relevant Project staff. 

IN NO EVENT DO NOT MAKE POSTS AND STATEMENTS OF A POLITICAL NATURE, POSTS THAT VIOLATE RIGHTS AND HUMILIATE DIGNITIES OF THE MINORITY AND VULNERABLE GROUPS ENGAGE IN POLEMICS WITH SUBSCRIBERS ON ANY ISSUES.

Performance indicators for the evaluation of results:

  • Monthly reports with Media Analytics indicating no. of new social media subscribers/followers, % of placements in local media, # of times hashtag is used on social media, average watch time (median), # of social media engagements (e.g., likes, shares, clicks, click-through to website, comments), # of positive answers to pop-ups asking if the information was useful, no. of high-quality partners or influencers, % of media coverage with positive sentiment toward the Project ( to be submitted to the Communications Specialist by the end of every month).
  • A final report (to be submitted to the Media and Communications Specialist by 30 April 2025).
