Common information

The OSCE Programme Office in Bishkek continues to be a reliable partner to the Kyrgyz Republic in fulfilling its human dimension commitments. Particularly, the Human Dimension Department (HDD) Economic, Social and Cultural Rights (ESCR) -Tolerance project promotes fundamental human rights for:

  • Supporting the effective implementation of the UN Convention on the Rights of Persons with Disabilities (UN CRPD);
  • Assisting in the implementation of the host State's commitments outlined in the National Action Plan on Gender Equality in promoting women's political leadership and advancing the Women, Peace and Security agenda in line with the National Action Plan on UN Security Council Resolution #1325;
  • Strengthening the capacity of the host State and civil society organizations to address gender-based violence (GBV) at the grassroots level;
  • Enhancing interfaith dialogue and promoting freedom of religion and expression in Kyrgyzstan.

Objective of Assignment: 

The OSCE POiB is establishing a roster of suitable candidates to support the implementation of the Human Dimension Programme’s ESCR-Tolerance project and to provide expertise in one or more of the following fields:

  • Promotion of social, economic and cultural rights;
  • Provision of technical assistance for emergency situations involving Persons with Disabilities (PwD) and facilitation of inter-governmental emergency response mechanisms;
  • Promotion of gender equality, women’s leadership, peacebuilding and the Women, Pease and Security agenda;
  • Prevention of and assistance in cases of gender-based violence, including through the Women’s Initiative Groups Network;
  • Promotion of freedom of religion and belief, interfaith tolerance, and dialogue facilitation;
  • Promotion of freedom of expression and media development;
  • Advancement of information and communication technologies, including AI-tools;
  • State policy and programme analysis (monitoring and evaluation);
  • Commission the decentralized impact evaluation/assessment of social-oriented projects (e.g. those involving persons with disabilities, correctional programmes for perpetrators of domestic violence, etc); 

Qualification requirements

Necessary Qualifications:

  • University degree in Political and/or Social Sciences, Law, Journalism, Education, International Relations, IT technologies or other related fields;
  • A minimum of 3 years of relevant experience in project planning, implementation, management, and monitoring, particularly in areas related to human rights, gender equality, and interfaith tolerance;
  • Strong understanding of the human rights, the situation of persons with disabilities, and the social, economic and political context, including gender equality, GBV, and interfaith tolerance in Kyrgyzstan;
  • Proven experience in conducting training sessions, particularly for emergency response, gender-based violence prevention, and freedom of religion and belief;
  • Experience in planning, implementation, management and monitoring of projects;
  • Experience in the legislative drafting and legal analysis;
  • Experience in conducting independent evaluation of projects/programmes/national strategic documents etc;
  • Experience in media literacy, countering disinformation, and the application of digital tools, including Artificial Intelligence (AI), for young media professionals;  
  • Experience in the implementation of international, regional or national-wide level projects is highly desirable;
  • Experience of working in the OSCE system is highly desirable;
  • Strong analytical and writing skills, with experience in developing analytical materials and reports;
  • Professional fluency in Russian with excellent communication (both oral and written) skills; professional fluency in English and Kyrgyz would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience using Microsoft applications.

Duties

Tasks and Responsibilities:

Under the overall guidance and direction of the Programme Manager and the National Human Right Officer, the national consultants will provide consultancy\expertise and assist in the implementation of the HDD ESCR-Tolerance project, particularly:

  • Conducting training sessions on emergency response for the members of the National PwD Council, police, medical staff, and civil society organizations;
  • Organizing a small simulation for state and non-state stakeholders on providing assistance to PwD during emergency situations and assisting in the discussion of disaster preparedness programs;
  • Conducting an external impact evaluation of the PwD component;
  • Facilitating and moderating a high-level Forum on Women’s Political Empowerment in Bishkek;
  • Facilitating and providing expert support to the discussion platform (workshop) on security, peace-building and conflict prevention-related topics, as well as developing a resource book on UN Security Council Resolution #1325 and its key commitments;
  • Enhancing the capacities of the Ministry of Labour’s local staff and police officers on national mechanisms in countering gender-based and domestic violence through a series of courses and workshops;
  • Conducting an external assessment of the Standard Correctional Programme for changing the behaviour of perpetrators and providing recommendations for improvement;
  • Providing expert support to state bodies in harmonizing legislation and mechanisms for implementing the Standard Correctional Programme for changing the behaviour of perpetrators;
  • Facilitating the Women Initiative Group Network in organising the community-based events during the global campaign “16 Days of Activism against GBV”;
  • Supporting and facilitating the initiatives of the National Inter-confessional Council and regional councils to promote dialogue and eliminate intolerance and discrimination;
  • Conducting a training course on freedom of religion and belief for state and non-state partners in Bishkek;
  • Organising a series of capacity-building courses on media literacy and countering disinformation through digital tools, including Artificial Intelligence (AI) for young media professionals and media outlets;
  • Assisting in the monitoring and evaluation of governmental policies, national action plans, and project implementation;
  • Assisting in developing analytical materials and reports.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
