Common information

The OSCE Programme Office in Bishkek (POiB) remains a committed partner to the Kyrgyz Republic in fulfilling its human dimension (HD) commitments. In particular, the POiB provides support for strengthening the democratic institutions, including electoral processes, with a special focus on:

  • Implementing the host State’s OSCE Commitments in the field of elections;
  • Advancing inclusive participation in decision and policy-making processes;
  • Facilitating inclusive dialogue and discussion platforms;
  • Implementing the Civic and Digital Education Strategy 2022-2026;
  • Strengthening the capacity of the state authorities, civic society organizations and other stakeholders in the field of elections;
  • Raising awareness of democratization processes.

 

Objective of Assignment: 

The POiB is establishing a roster of suitable candidates to engage in the implementation of the human dimension programme in the framework of projects aimed at strengthening democratic institutions and election processes. The roster candidates will provide expertise in one or more of the following fields:

  • Democratization, electoral reform, and parliamentarianism;
  • Promotion of political and public participation of youth and persons with disabilities;
  • Promotion of gender equality and women’s leadership;
  • Promotion of freedom of expression, freedom of associations and freedom of media;
  • Information and communication technologies;
  • Analysis of the state policy and programmes in the field of elections (monitoring and evaluation);
  • Civic and digital education;

Qualification requirements

  • University degree in Political Sciences, Social Sciences, Law, Journalism, Education, International Relations or other related fields;
  • A minimum of 3 years of relevant and proven experience in one or more of the fields mentioned above;
  • Strong understanding of the human rights, social, economic and political situation in Kyrgyzstan;
  • Experience in planning, implementation, management and monitoring of projects;
  • Experience in legislative drafting or analysis is highly desirable, as experience in the implementation of international, regional or national-wide level projects;
  • Experience working with the OSCE is highly desirable;
  • Experience in the application of AI-tools media literacy will be an asset.
  • Strong analytical and writing skills, with experience in developing analytical materials and reports;
  • Full computer literacy, with proficiency in relevant software and tools;
  • Professional fluency in Russian (both oral and written) with excellent communication skills; professional fluency in Kyrgyz and English would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

Duties

Under the overall guidance and direction of the Programme Manager and the National Democratic Institutions Officer, the consultants will provide consultancy/expertise and assist in the implementation of the Human Dimension (HD) Programme projects, particularly:

  • Conducting needs assessment and surveys for, but not limited to, (i) identifying activities for achieving expected results of the programme, (ii) outlining the main Programme stakeholders, including state authorities, national human rights institutions and civil society organizations, (iii) identify risks for the implementation of the HD Programme and provide recommendations for control measures and responses, and (iv) identify external factors, such as changes in legislation, and the political and economic situation, that could impact the implementation of  relevant programme projects;
  • Assisting in the monitoring and evaluation of state policies/national action plans/project implementation;
  • Assisting in the development of analytical materials and reports;
  • Providing legal support, including the analysis of relevant legislation and the development of draft regulatory norms;
  • Facilitating and providing expert support to discussion platforms (e.g., workshops);
  • Conducting capacity-building activities on topics related to democratic institutions, elections, and other relevant topics for state and non-state partners;
  • Conducting awareness-raising and information campaigns in various formats, including online, livestreams, etc.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, tasks and deliverables for this position and in accordance with the OSCE established rates.
