Qualification requirements

Formal Education

  • University or master’s degree in Communication, Journalism, Marketing or similar field.

Professional Experience

  • Minimum 5 years of professional working experience in a similar position, preferably in the field of development cooperation and (green) economy.
  • Thorough conceptual and practical understanding in the field of communication and public relations in the context of development corporation (corporate and outreach to achieve impact and behavioural change).
  • Proven editorial experience, experience in writing articles and press releases and social media communication (evidenced e.g., by work samples).
  • Proven experience with event management and visibility.
  • A good understanding of knowledge management.
  • Experience with the topics of green economy, climate change, gender and youth at policy and value chain level (agriculture, tourism and/or energy efficiency would be an asset).
  • Networks and working experiences with media outlets and social media in Kyrgyzstan.
  • Ability to work independently and to take up responsibility for assigned Program/Project activities, without supervision.
  • Accuracy, care for detail and having comprehensive overview to research.
  • Flexibility to travel to the regions within Kyrgyzstan and abroad.
  • Experience in working in international organizations, ideally in the field of Development Cooperation.

 Further Knowledge

  • Ability to express oneself well both verbally and in writing; polished, target-group oriented style.
  • Excellent command of MS-Office Suite.
  • Knowledge of DTP or graphics applications, Web-publishing.
  • Experience in working with academic research, think tanks.
  • Good working knowledge of modern telecommunication systems.
  • Team player with good communication and strategic skills.
  • Fluency in Kyrgyz, English and Russian (spoken and written).

Duties

Core tasks

In your role you work on all job orders within your remit and are the main contact for advising managers, other staff members and external partners on all issues in the thematic area. You provide advice on formulating and producing targeted and relevant PR content that is to be disseminated via various internal and external platforms in connection with the objectives of the country office.

You clearly communicate the relevant requirements, conditions and restrictions regarding GIZ’s communications and PR strategy and your capacity to act, and ensure that these requirements are met.

You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.

You also develop and implement the communication strategy and guidelines for internal and external communications that are produced by the divisions and projects in the respective country and ensure that they are up to date.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation.

You perform the tasks assigned to you by your line manager, where required.

Main activities

BRIEF PROFILE 

  • Task 1: Planning, budgeting, implementing and monitoring the implementation of communication activities with the programs task teams and the GIZ Country Office.
  • Task 2: Advise and support the program overall and its task teams to develop and publish communication and public relation products on the program, its achievements, best practices, lessons learned and events to increase visibility and outreach (including towards increased up-take of green economy practices and technologies) in line with the joint GIZ, EU, SDC, BMZ program communication and visibility strategy as well as GIZ corporate communication guidelines and partner requirements.
  • Task 3: Publish communication and public relation products through different information and media outlets (external: build and maintain a good network with media outlets and other; internal: maintain websites, intranet, and regular posts on social media).
  • Task 4: Update oneself with corporate communication guidelines, rules and tools of GIZ, SDC, EU and national partners and advise the team and key program stakeholders accordingly.
  • Task 5: Prepare and implement program events with appropriate visibility and outreach (e.g. developing and coordinating press advisories and releases) and advise task teams and implementing partners accordingly.
  • Task 6: Support knowledge management and monitoring by collating and monitoring program related news, best practices, technologies, publications and events and by supporting the documentation of products in GIZs systems. You ensure that the tri-lateral cooperation among Germany, EU and Switzerland, implemented through GIZ, is well communicated at all levels.
  • Task 7: Elaborating terms of references, selecting and supervising contracted third parties in carrying out activities and evaluating their performance in the area of communication, public relations, events and knowledge management.
  • Task 8: Develop and maintain a good network with GIZ, local EU, SDC, German Embassy and key partner communication experts within Kyrgyzstan, in Central Asia and at Head Office as well as with media and news agencies. Contribute to the national and regional Central Asian communication efforts of GIZ.

 Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

Duty Station is Bishkek. 

Contract term is till 31.05.2025.
