Nature of the consultancy: Data collection at relevant locations.

Project Context and Scope:

IOM is implementing two regional projects -  ‘Labour Migration Programme – Central Asia’ funded by the Swiss Development and Cooperation Agency (SDC) and “Regional Evidence for Migration Analysis and Policy (REMAP)” funded by European Union (EU). Within these two projects Mobility Tracking Matrix tool has been implemented to collect and analyze the migration data.

MTM is adapted to the context in Kyrgyzstan based on IOM’s Global Displacement Tracking Matrix (DTM) methodology. MTM is a system that tracks and monitors displacement and population mobility. It is designed to regularly and systematically capture, process and disseminate information to provide a better understanding of the movements and evolving needs of various mobile populations, whether on site or en route. Quantitative data is collected on a regular basis every quarter throughout the country. I stage of every round is to collect data from Key informants (KII) on a migration trends and numbers, while II stage is individual surveys of returned migrants.

Collection of critical multi-layered information on the mobility, socio economic situation of returnees and migrants will improve understanding of the migration dynamics, drivers, modalities and vulnerabilities of migrants in Kyrgyzstan. Collected baseline and field survey information will be utilized to inform government counterparts and stakeholders.

Organizational Department / Unit to which the Consultant is contributing:  Labour Mobility, Policy and Data Unit (projects LM.0479 and DX.0125).

Qualification requirements

Education:

  • Minimum high school or diploma – completed university degree is an advantage;
  • Other formal education relevant for the assignment.

Experience:

  • At least 2 years of experience in conducting community and household assessments and survery;  
  • Knowledge and understanding of the migration issues;
  • Advanced proficiency in Kyrgyz and Russian; English is an advantage;
  • Experience in working with international organizations and UN agencies is an advantage;
  • Experience in working with local government is advantage.

Competencies and Skills:

  • Good knowledge of the migration & development concept;
  • Familiarity with IOM’s mandate;
  • Good command of oral and written in Kyrgyz, Russian; and English is an advantage.

Personal Qualities and other requirements:

  • Good interpersonal skills, solid judgment/decision making, initiative and creativity;
  • Cultural and gender sensitivity.

Duties

Two deliverables:                                                                                                     

1.       Provision of fieldwork plans and transportation costs with identification of locations.

2.       Conduct interviews with KII/Returned migrants.

  • Interviews shall be conducted in the respondent’s native language to the extent possible, directly at target or remote locations as determined by the accessibility, safety and security situation for each particular location.
  • Uploading all the data into the KOBO collect.
  • Work with MTM team to clean the data, reconduct the survey if necessary.
