Position title: Programme Coordinator

Duty Station: Bishkek, Kyrgyzstan

Classification: General Service Staff, Grade G7

Type of Appointment: Fixed term, one year with possibility of extension

Context:

Under the direct supervision of the Head of Office and overall supervision of Chief of Mission, the Programme Coordinator will be responsible for overall coordination of programme activities under the Peace, Crisis Response and Operations Unit, planning, and implementation of all relevant programme activities. Programme Coordinator also serves as the Head of the Peace, Crisis Response and Operations Unit. 

Qualification requirements

Required Qualifications and Experience:

 Education

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution, with five years of relevant professional experience.

Experience

  • In-depth knowledge of project development and management cycle;
  • Experience in project development and implementation activities;
  • Knowledge of IOM’s Peace and Crisis Response programme implementation and administrative financial and business rules and practices;
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Strong written and verbal communication skills;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage; and,
  • Knowledge and understanding of the migration issues in the country is an advantage.

Skills

  • Excellent computer skills and a high level of proficiency in spreadsheet and database applications.

Languages

For this position, fluency in English and Russian is required (oral and written). Working knowledge of Kyrgyz language is advantageous.

Duties

Core Functions / Responsibilities:

  1. Supervise daily operation of programmes and projects in order to facilitate delivery of objectives and outputs thereof by implementing and coordinating projects and their interdependencies.
  2. Support project development activities of the Mission in the area of Peace, Operations and Emergencies, as well as any cross-cutting thematic areas in order to support the mission’s fundraising initiatives by developing concept notes, project proposals, and programme plans.
  3. Coordinate the implementation of the project and programmes; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
  4. Oversee and manage the budget and resources across programmes and projects to ensure mission’s compliance with the reporting requirements, review and contribute to the project reports, and monitor the projects’ implementation challenges.
  5. Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
  6. Provide in-house consultancy to programmes and projects in order to maintain and enhance strategic overview and reporting by evaluating and improving planning programming.
  7. Monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
  8. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  9. Participate in meetings and conferences; coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
  10. Oversee the monitoring work of implementing partners and report non-compliances to the supervisor.
  11. Guide and supervise junior staff.
  12. Perform other related duties as assigned.

Conditions

Other:

Internals of the Organization and NMS candidates, as well as external female candidates, will be considered as first-tier candidates. This vacancy is also open to second-tier candidates.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
