Summary of Position and Key Responsibilities

HR Officer provides support in the various human resource functions, which include recruitment, staffing, development, performance monitoring and employee counseling, as well as takes lead in day to day HR Administration, logistical and operational services.

Qualification requirements

  • Minimum of Bachelor’s degree in a relevant field;
  • At least 2 years of work experience at a similar job;
  • Good conversational and written English (upper-intermediate)
  • Understanding and practical knowledge of employment law;
  • Familiar with MS Office applications and organizational software;
  • Has good interpersonal and communication skills and attention to details, is fast paced, responsive, anticipative, organized, systematic;
  • Experience of handling sensitive information, using discretion and confidentiality;

Duties

  • Conduct administration, updating, and technical improvement of national staff personnel filling database, registration, and reposting activities and processes across the board;
  • Maintain HR database on a day-to-day basis, including appropriateness and correctness of information in it;
  • Coordinate/provide technical/logistical support to Regional HR Team in general, particularly in recruitment, personnel administration, compensation and benefits, and staff relations;
  • Assist staffs in completing HR Documents/Forms/formalities appropriately; including the ones related to employee recruitment, exit, etc.;
  • Recruiting staff - this includes developing job descriptions and person specifications, preparing job adverts, checking application forms, shortlisting, interviewing and selecting candidates;
  • Check documents and consolidate information on leave applications and leave balances
  • Implementing and follow-up activities which allows entry level access, related to staff hiring, in-boarding, and exit processes, for individuals directly associated with UCA such as assignments and recording of employee ID, induction process and probationary process;
  • Developing an induction programme for new employees;
  • Act as the focal point to interface with internal clients on day-to-day personnel administration, staff relations, benefits, and recruitment matters in close consultation with the supervisor;
  • Carry out the technical implementation of modifying and disseminating of the employee contact list, organigram, flowcharts, HR templates, Job Descriptions (ToRs), certificates and HR forms;
  • Developing and implementing policies on issues like working conditions, performance management, equal opportunities, disciplinary procedures and absence management;
  • Provide operational assistance in drafting official documents such as contracts, orders, reports, letters, etc., using the approved templates;
  • Administering payroll process and maintaining employee records;
  • Other tasks related to the core responsibilities and duties of this position, as assigned by the supervisor;
  • Substitute Associate HR Director when it necessary;

UCA consists of three schools including the Undergraduate School of Arts and Sciences, the Graduate School of Development (The Institute of Public Policy and Administration, the Mountain Societies Research Institute, the Cultural Heritage and Humanities Unit, the Civil Societies Initiative, and the Aga Khan Humanities Project), the School of Professional and Continuing Education, and the Central Asian Faculty Development Programme. UCA’s undergraduate programmes are located at its residential campuses in Khorog, Tajikistan, and Naryn, Kyrgyzstan. The Tekeli campus in Kazakhstan is in the planning stage.
