ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified and experienced candidates to fill the position of Administrative/HR Specialist for the office in Kyrgyzstan. The Administrative/HR Specialist will provide day-to-day administrative support to the ICAP office in Kyrgyzstan. This includes preparation of administrative documents, procurement, maintenance of office property, and office records to ensure that the existing operational practices and procedures are in line with the ICAP, USG/HHS* administrative requirements, as well as national requirements and laws. He/she will also be expected to work closely with the Program and Finance-Administrative staff to provide administrative support to all project activities.

Требования

  • Computer literacy: competence and confidence in Word and Excel, Email/calendar applications, Internet, database work, including data entry, searching and reporting – preferably Access;
  • Experience of working in HR or Procurement is an asset;
  • Very good communication and negotiation skills;
  • Experience of working in a busy office environment;
  • Good organizational skills and a systematic approach to work;
  • The ability to prioritize between competing demands;
  • Experience of work within a team;
  • Initiative to identify improvements to procedures;
  • Reliability about time-keeping and keeping to deadlines and valuing the importance of paying attention to detail;
  • A sense of humor;
  • A flexible approach and willingness to learn and adapt to new office systems and procedures;
  • Ability to work unsupervised once a task has been explained;
  • Fluency in English, Kyrgyz, and Russian.
  • Legal ability to work in Kyrgyzstan.

Обязанности

  • o   Provides full HR/administrative support for office maintenance in compliance with local law and SOPs requirements:
  • o   Prepares documents for hiring/terminating of employees;
  • o   Responsible for timely and proper filing of HR files;
  • o   Trains employees on HR/administrative regulations;
  • o   Prepares HR/administration internal orders for approval;
  • o   Provides full logistical and administrative support for any program/operations activity;
  • o   Provides organizational support, including technical support to all online trainings, webinars, Zoom calls and etc.
  • o   Conducts bidding/tender for procurement of supplies/goods/services;
  • o   Prepares package of documents for payment (PO, PR and etc.);
  • o   Maintains the Preferred Vendor List on an annual basis in accordance with ICAP SOPs, this includes collecting commercial offers from suppliers, preparing bid documentation and analysis, initiating the procurement committee meetings, taking notes of the meetings;
  • o   Works with selected vendors to ensure correct and timely completion of vendor profile form and collection of all the necessary supporting documents;
  • o   Written and verbal translations from English into Russian, Kyrgyz, and vice versa;
  • o   Responsible for uploading of HR/administrative documents to i-platforms;
  • o   Fulfills backup support to Finance specialist in scanning finance documents and other duties;
  • o   Fulfills Back up to Team / Training Assistant in case of his/her absence;
  • o   Performs other duties necessary for effective operations of the project, as assigned by the direct supervisor.
