Duties

With minimal supervision and guidance from the General Services Officer, the incumbent will serve as Administrative Assistant for the Visas and Accreditation section of the General Services Office (GSO) of the Management section of the embassy.  Incumbent is responsible for functions essential to effective and efficient operations of travel visa support, accreditation of American diplomats, and vehicle registration.  The nature of the position often requires communicating with various entities including private sector entities, non-governmental organizations, regional and host governments, and high-level officials such as the Ministry of Foreign Affairs of the Kyrgyz Republic (MFA), local police, tour agencies, and U.S. and other embassies.  For this reason, the incumbent is expected to exude a high level of professionalism at all times.  Incumbent coordinates with other embassies and local government officials in order to process embassy employees’ visas for travel to other countries.  Also serves as the embassy liaison with the Diplomatic Service department of the MFA and the local traffic police concerning all privately-owned vehicle (POV) registration matters for U.S. diplomats.

Requirements:

EXPERIENCE: Two years of clerical experience with extensive public contacts is required in customer oriented spheres and/or visa, travel related work.  Six months of supervisory experience required.

JOB KNOWLEDGE: A good working knowledge of 14 FAM.  Knowledge of all rules and regulations on Kyrgyz and other countries visa rules.  Knowledge of MFA regulations on accreditation of American employees.  The structure of MFA Protocol Department and Consular Department, Diplomatic Service.  All rules and regulations on POV registration and procedures of annual technical inspection.  Knowledge of travel rules for U.S. diplomats and other visitors to Kyrgyzstan.

Education Requirements:

Two years of college studies is required.

Evaluations:

LANGUAGE: Good working knowledge (speaking/reading/writing) of English is required. Fluent knowledge (speaking/reading/writing) of Russian is required. (This may be tested).

SKILLS AND ABILITIES: Good computer skills are required (Word, Excel, Internet, Outlook).  Good organizational skills, ability to work in a team, time management skills.  Ability to work with strict deadlines.  Excellent customer service skills.  (This may be tested).

Qualifications:

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Embassy in Bishkek, Kyrgyz Republic may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources (HR) office.

The pay plan is assigned at the time of the conditional offer letter by the HR office.

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), Letter from Veterans’ Affairs which indicates the present existence of a service-connected disability dated within the past six months, equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
