Through the Pilot Programmatic Partnership (PPP) ‘Accelerating Local Action in Humanitarian and Health Crises’, IFRC, in close partnership with National Red Cross Societies in the EU (EU NSs) and through National Societies in the countries of humanitarian action (Host National Societies - HNSs), provides effective and adapted local response to communities in need, while increasing the reach, quality and impact of the unique network of local actors constituted by IFRC’s network of National Societies. The PPP Programme drives strategic leadership, serves as a catalyst for driving change, and demonstrates IFRC network’s interoperability while contributing to DG ECHO’s objectives as well as IFRC’s Strategy 2030 and Agenda for Renewal.
The PPP Programme is globally implemented in 24 countries of Africa, Americas, MENA, Asia Pacific, and Europe, including the Central Asian states of Kyrgyzstan and Tajikistan
The Italian Red Cross (ItRC) has been engaging with National Societies in Central Asia for over 10 years, implementing projects and activities including through periodic missions, and present with its own office and representative since 2018 in Bishkek, Kyrgyzstan, through which ItRC also supports the activities of the Red Crescent Society of Tajikistan, at technical and financial level. The main sectors in which ItRC supports National Societies in the Region are: National Society Development (including development of legal frameworks, youth and volunteers’ development), Migration, DRR, Health, and Social Inclusion. Cooperation activities have been funded mainly by the ItRC itself. The ItRC invests in the national society development of the RCST via both financial and technical support in the form of capacity building trainings and technical exchanges between the two RCRC Societies in the above-mentioned sectors. More recently, the ItRC has been focusing on cooperating with the RCST in the sectors of Migration and Health. Within the framework of migration, the ItRC-funded project aims at enhancing cooperation among countries of origin, transit, and destination as well as migrants’ access to health and social services. In the Health sector, ItRC aims at supporting RCST in reducing HIV infection rates, reducing stigma, and guaranteeing access to social, health and psychological services. In Kyrgyzstan, the ItRC has been supporting for many years the RCSK, namely in developing its legal framework, in promoting women empowerment through their economic and social inclusion, and more recently, in enhancing its disaster preparedness and response capacities to population movements within the framework of the Kyrgyz-Tajik border conflict. Within the PPP, ItRC's added value is based on the transfer of knowledge and methodologies linked particularly to Migration and CEA, benefitting the institutional strengthening of National Societies.

Italian Red Cross experts in the form of ad hoc missions, workshops, and trainings will achieve this outcome mainly through technical support.
Job Purpose
The PPP Project Assistant will be based in Kyrgyzstan, Bishkek. The primary objective of this role is to support the Head of ItRC Delegation in all aspects of reporting and documentation, ensuring accurate and timely submissions and maintaining detailed records of all project activities.

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”
The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat has five regional offices: Americas (Panama City); Africa (Nairobi); Asia and Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).
The regional office for Europe works in support of 54 Red Cross and Red Crescent National Societies (NS). Through its Country Cluster Support Teams and Country Offices, it provides coordination and technical support for disaster relief operations and long-term development programming throughout the region.
The Country Cluster Support Team for Central Asia is based in Bishkek and oversees IFRC support to five National Societies: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. It is also responsible for facilitating Red Cross and Red Crescent Movement cooperation and coordination across the region, and for managing IFRC country offices in Kyrgyzstan, Tajikistan and Turkmenistan. The country office in Kyrgyzstan is based in Bishkek and operates on the basis of the Status Agreement between IFRC and the Government of the Kyrgyz Republic.
