Call for proposals : Expression of Interest for Expert Positions

Acted Kyrgyzstan is invited to qualified professionals to submit their CVs within the Call of Proposals :

Enhancing national capacity to produce and disseminate tailored information on weather and climate to end-users needed for planning and decision-making

Support with implementation of Activity under Component 1 of the GCF funded Government of KR/WFP Project

Qualification requirements

The Cooperating Partner (CP) shall ensure that all proposed personnel meet the required qualifications and possess the necessary competencies to implement the activities under this Terms of Reference and achieve the defined deliverables and Key Performance Indicators (KPIs).

Team Leader / Project Manager

Education: Bachelor’s or Master’s degree in agriculture, environmental sciences, economics, social sciences, or a related field

Work experience: Minimum 5 years of experience in project management; experience in at least 2 donor-funded projects; proven experience in coordination with government institutions and development partners

Skills: Strong project management, coordination, and reporting skills; ability to manage multidisciplinary teams; strong analytical and organizational skills

Language: Fluency in Russian; working knowledge of English required

Responsibilities: Overall coordination and implementation of project activities; supervision of team members; ensuring timely delivery of outputs; ensuring achievement of KPIs, including subscriber growth and outreach targets; liaison with WFP and stakeholders; reporting

Meteorologist / Climate Specialist

Education: Degree in meteorology, climatology, environmental sciences, or a related field

Work experience: Minimum 3 years of experience in climate data analysis; experience in agrometeorology or advisory services preferred

Skills: Data analysis; interpretation of climate information; ability to translate technical data into practical recommendations

Language: Working knowledge of Russian required; English is an asset

Responsibilities: Analysis of agrometeorological data; development of climate-based advisories; identification of climate risks; contribution to development of user-oriented outputs

Agronomist

Education: Degree in agronomy, soil science, or related agricultural field

Work experience: Minimum 3–5 years of practical experience in agriculture; experience in climate-resilient practices; at least 5 advisory assignments or technical support engagements conducted

Skills: Crop management; soil fertility; irrigation practices; development of practical recommendations for farmers

Language: Fluency in Russian or Kyrgyz required; English is an asset

Responsibilities: Development of crop-specific recommendations; ensuring technical accuracy of advisory content; support to training and advisory activities

Communication Specialist

Education: Degree in communications, journalism, public relations, or related field

Work experience: Minimum 3 years of experience in communications; experience in development or donor-funded projects preferred

Skills: Content development; communication strategy; ability to simplify technical information; public outreach

Language: Fluency in Russian required; English is an asset

Responsibilities: Development of communication strategy; preparation of user-friendly content; ensuring clarity and accessibility of advisories

Digital Communication Specialist

Education: Degree in digital communications, IT, media, or related field

Work experience: Minimum 3 years of experience in digital platforms, campaigns, or analytics

Skills: Digital platform management; analytics; content distribution; audience growth strategies

Language: Working knowledge of Russian required; English is an asset

Responsibilities: Development and management of digital dissemination channels; optimization of content formats; monitoring digital performance; supporting achievement of outreach KPIs

Social Media Specialist (SMM Specialist)

Education: Relevant training or degree in marketing, communications, or related field

Work experience: Minimum 3 years of experience in social media management; proven experience in growing audiences

Skills: Content planning; audience engagement; analytics; campaign management

Language: Fluency in Russian required; Kyrgyz is an asset

Responsibilities: Management of social media platforms; content publishing; audience engagement; increasing subscriber base; ensuring achievement of KPI targets

Graphic Designer

Education: Degree or certification in graphic design or related field

Work experience: Minimum 2–3 years of experience in design; experience in development projects is an asset

Skills: Design of infographics, templates, and visual materials; visual communication

Language: Not mandatory; working knowledge of Russian is an asset

Responsibilities: Development of visual materials (infographics, maps, templates); ensuring clarity and usability of content

 Finance and Administrative Specialist (Accountant)

Education: Degree in finance, accounting, or related field

Work experience: Minimum 3 years of experience in financial management; experience in donor-funded projects required

Skills: Budgeting; financial reporting; compliance with donor requirements

Language: Fluency in Russian required; English is an asset

Responsibilities: Financial management; budget control; preparation of financial reports; ensuring compliance with WFP procedures

CP’s Human Resources

• The CP may include additional specialists (e.g., Monitoring and Evaluation Specialist, Field/Community Engagement Officer) as needed to ensure achievement of KPIs, particularly in relation to subscriber growth, outreach, and feedback collection.
• For the coordination of project activities and reporting (programmatic and financial), a Project Manager, a Project Assistant, and a Finance – Administrative Assistant with 100% of the respective workloads fully allocated to this specific project.

Duties

The responsibilities of the positions shall be defined in accordance with the project Terms of Reference (ToR)
