Branch of Good Neighbors International (GNI) works in Kyrgyzstan starting from 2014 in four different regions: Chuy region, Sokuluk district, Nijne-Chuisk local government; Osh region, Osh city, MTU Zhapalak; Jalal-Abad region, Toktogul district, Bel-Aldy local government; Issyk Kul region, Ton district, B.Mambetov local government

Good Neighbors International in Kyrgyz Republic is announcing the position of "Procurement Officer".

Procurement Officer will coordinate end-to-end procurement of goods and services in line with organizational policies ensuring transparency, value-for-money, and timely delivery to support sectoral activities (Health, Education, Water & Sanitation, Advocacy, Income-Generation).

Work Area: Head Office – Bishkek

Qualification requirements

Necessary Knowledge:

a) Procurement & Compliance: Strong understanding of procurement principles, procedures, and donor/organizational policies.

b) Vendor & Contracting: Experience with sourcing, tendering, bid evaluation, contracting, and supplier performance management.

c) Rural Logistics: Familiarity with procurement and delivery challenges in rural settings.

d) Financial Basics: Basic knowledge of budgeting, cost comparison (VfM), and documentation for audits.

e) Computer Literacy: Proficiency in MS Office (Word, Excel, PowerPoint) and Google Workspace (Docs, Sheets, Slides).

f) Language English, Kyrgyz, and Russian

 

Necessary educational background (related major):

a) Bachelor’s (or Master’s) degree in supply chain/procurement, business administration, economics, or a related field.

 

Required work experience:

a) Minimum: 2 years of relevant procurement experience (preferably in NGOs or donor-funded projects).

b) Experience coordinating tenders/quotations and managing vendors; familiarity with internal controls and audit trails.

 

Required certificate:

a) Driver’s License: [B]/[BC] will be positively considered.

b) Other Certificates: Procurement or supply-chain certifications (e.g., CIPS) will be positively considered.

 

Extra required capacity:

a) Attention to detail, integrity, and confidentiality in handling procurement files.

b) Strong communication and interpersonal skills for cross-team coordination.

c) Flexibility to travel to field sites as needed.

d) Initiative and problem-solving mindset.

Duties

  • - Coordinate Procurement Operations
  • - Coordinate all procurement activities across projects—aligning requests, timelines, and specifications with program needs.
  • - Plan & Prioritize Procurements
  • - Consolidate purchase plans with sector leads; set procurement calendars, define evaluation criteria, and keep the procurement tracker up to date.
  • - Vendor & Stakeholder Coordination
  • - Act as the focal point with suppliers and internal teams—solicit quotations, schedule evaluations, and keep stakeholders informed at each step.
  • - Compliance & Documentation Control
  • - Ensure adherence to organizational/donor rules; maintain complete files (RFQs, bids, evaluations, contracts, GRNs) ready for audit.
  • - Budget Alignment & Value for Money
  • - Coordinate with finance and programs to verify budgets, compare costs, and ensure value-for-money before award.
  • - Monitoring & Reporting
  • - Track tender status, deliveries, and supplier performance; flag delays/risks early and provide concise weekly/monthly reports with recommendations.
