Nature of the consultancy: Under the overall supervision of the Head of Office, and the direct supervision of the Project Manager, and in close cooperation with project partners, the successful candidate will support the monitoring of the adoption of green design components among the 15 beneficiary migrant households in residential areas around Bishkek and Osh. The candidate will assist beneficiary households in adopting climate-resilient green renovation designs.

 Project Context and Scope:

The "Promoting the Inclusion of Internal Migrants in Green Renovation in Kyrgyzstan" project has been initiated by IOM in 2023. The project's aim is to foster the involvement of internal migrants in the Kyrgyzstan Government's green renovation endeavours. To achieve this objective, the project will enhance the capacities of women beneficiaries, pilot green renovation designs in households, and conduct an awareness-raising campaign among migrant communities and the general populace regarding the availability of these designs and the advantages of green renovation.

As part of the project, it is expected that green renovation design elements will be integrated into 15 households led by women migrants. Through the provision of pilot grants, numerous examples and case studies will be made accessible, showcasing internal migrant women's engagement in green renovation by incorporating green features into their existing households. These examples will contribute to raising awareness about the potential role of internal migrants in climate action and the transition to a green economy. Furthermore, they will illustrate how internal migrants and other groups can integrate green elements into pre-existing structures, explaining the process and associated expenses, thereby ensuring their compliance with minimum environmental standards.

Qualification requirements

Education, Experience and/or skills required:

  • Bachelor’s degree in Construction/Engineer, Ecology, Green Energy and Economy or another related field;
  • At least 3 years of experience in energy or construction sector;  
  • Meticulous attention to details;
  • Proven communication skills, with a strong command of Kyrgyz and Russian language;
  • Proven writing and editing skills, with a strong command of English language.

Tasks to be performed under this contract:

a)       In cooperation with the IOM Project Team and Implementing Partner, the Consultant will develop an M&E methodology and plan for 15 households in residential areas of Bishkek and Osh;

b)      Within 6 months, the Consultant will implement M&E for 15 selected households aimed at integrating green renovation into households around Bishkek and Osh, providing regular technical recommendations and suggestions to the project team and construction team to ensure the integration of green components in a quality manner;

c)       The Consultant will produce a report with the findings, including lessons learned for other users, as a final delivery under the contract agreement;

d)      The Consultant will conduct baseline and end-line studies to evaluate the project's impact on pilot households;

e)      Finally, the Consultant will submit a final report containing the M&E methodology, 15 case studies, and recommendations on integrating green renovations.

Performance indicators for the evaluation of results:

  • The monthly reports with detailed progress and updates on the integration of green components in 15 households owned by internal women migrants.
  • The final report, available in both Russian and English, including the monitoring and evaluation methodology, 15 case studies, and recommendations.

Travel required: At least two trips to Osh will be required and all related costs (travel and DSA) will be covered by IOM.
