Qualification requirements

Essential

  • Financial degree or equivalent in a related subject
  • At least 2 years’ managing finance and administration for an NGO, INGO project/office in Kyrgyzstan,
  • Experience of accounting for funds from international funders, including grant audits
  • Experience of developing budgets and financial forecasts, monitoring and reporting
  • Systems development and management (financial and others)
  • Negotiating best value contractual agreements with service providers
  • Financial capacity building of non-finance managers
  • Working with Grants/ Grants Management
  • Fluent in spoken and written Russian
  • Good grasp of spoken and written English and Kyrgyz
  • Good understanding of Kyrgyzstan legal and labour law requirements for INGOs
  • Good interpersonal skills and communication skills
  • Excellent computer literacy and knowledge of Microsoft Office applications - Word, Excel, Power point, internet, etc.
  • Good knowledge of accountancy packages
  • Ability to work in a dispersed team
  • Ability to work under pressure and to tight deadlines – to be able to prioritize clearly
  • Personal and professional integrity
  • Flexibility, initiative and a “can do” attitude
  • Meticulous attention to detail

Duties

Finance

  • Support SFAO Manager and Accountant in Finance matters.
  • Coordinate proper execution of procurement of IA employees and full-time consultants
  • Fundraising support with Budget development for new proposals
  • Assistance in preparation of documents for the audit and audit follow ups.

Grants Management

  • Prepare budget and grant agreements as well as financial forms, and payment schedules.
  • To proceed with all necessary activities for conducting the Grants Training and signing the Grant agreements with grantees-local partners
  • Providing support to partners and grantees in improving financial management, grant (budget monitoring, financial reporting training) if necessary;
  • Review and approval of changes to the grant budget.
  • Verification of supporting documents provided by partners and grantees for correctness and compliance with the requirements of the legislation of the Kyrgyz Republic, the Donors and International Alert;
  • Conduct verification visits and assess the effectiveness and compliance of the ongoing program activities and financial expenditures of partners and grantees within the framework of the current project (grant);
  • Providing grantee’s approved reports, filled Alert forms and needed information to SFAO Manager
  • Providing support to partners and grantees in improving financial
  • management, if necessary;
  • Prepare Donor report for HQ.

Office administration systems, HR Management support  and Procurement

  • Procurement of goods and services related to general operations of the CO and logistics
  • Manage computer equipment, office supplies and other project assets;
  • Maintain an inventory of all Alert assets;
  • Keep the office in good order

Security Management

  • Ensure that minimum operating security standards and procedures are implemented in the office;
  • Develop and update Safety and Security Plan of the Country Office, security risk assessment;
  • Maintain close relationship and timely update the HQ Security Manager on the Security matters of Country Office.
  • Take out and maintain cost effective office insurance policies.
  • Staff HR Management: support to SFAO in Staff HR Management and keep the HR documentation in good order,
