Position: Expert on the establishment of Coordination Councils
Type of Contract: Service agreement
Duration of Contract: (4 months from the start of the agreement with the possibility of extension)

The EGED project in Kyrgyzstan works on developing and promoting the Socio-Economic Development Plan (SEDP) methodology within the framework of "Regional Economic Development". The project also supports District Level Coordination Councils in the implementation of the SEDP, through the promotion of sustainable tourism. enhancement of women's access to capital and financial resources to foster entrepreneurship, in selected districts
The project will build on this momentum generated by the existing initiative of the government to raise awareness about the SEDP and CC and will take steps forward in the creation of new Coordination Councils within the specified districts. Additionally, the project seeks to provide essential support to these councils to empower these councils to take charge of the initiative and actively participate in the creation of their own Socio-Economic Development Plans.
The main objective of this assignment is to engage an expert for the establishment of two new Coordination Councils (CC) focusing on socio-economic development in two specific districts under the EGED project. The expert will offer specialized assistance to the EGED project team over a four-month period, with the primary goal of setting up two Coordination Councils at the district level. These councils will be strategically located, with one in the northern region and the other in the southern part of Kyrgyzstan.
The Coordination Council serves as a dialogue platform to facilitate the active the participation of various stakeholders, including LSGs, business, CSOs and initiatives groups within the community in the development and implementation of the Socio-Economic Development Plan (SEDP). Community engagement holds a central role in decision-making processes, with the SEDPs playing a key role in outlining priority areas for territorial development and implementing policies that foster inclusive economic growth. The Coordination Council is formed in accordance with the Regulation on the Coordination Council in the form of a list of members of the district administration meeting that meets regularly, as well as exchanging information and opinions through the social network.
Within the framework of Administrative and Territorial Reform in Kyrgyzstan, the development and approval of the SEDP stands an important component at both the district and municipality levels. In the new SEDP methodology, the Coordination Council assumes a central role as the main platform for gathering data and determining priority of social and economic problems at the district level. The introduction of the new methodology and the significance of coordination councils were communicated to district state administrations during a collective meeting with the heads of district state administrations in January 2024, as part of an effort to enhance awareness and collaboration.
Within the framework of this assignment, the expert will have to assist the EGED project team and selected district administrations, civil society and business community at the district level to establish the Coordination Council within the timeline of 4 months, following all necessary procedures and regulations for their establishment.
The expert's tasks includes the following:
Phase 1: Preparatory
Activity 1.1. Criteria Development
Discussion with the EGED project the key criteria for selecting a pilot district to establish a CC – one in North Kyrgyzstan and one in South Kyrgyzstan. To integrate EGED’s project experience understand the previous experience of the project and to learn from as well as the experience of the existing Coordination Councils. As a result, to support the identification of 2 districts where Coordination Councils will be established.
Activity 1.2. Online Presentation
Conduct an online meeting with representatives of district state administrations to present the objectives of establishing District Level Coordination Councils in an virtual format, and establish Agreement on Cooperation between Acted and District Administration.
Activity 1.3. Local Facilitators Identification
Provide expert assistance in identifying active civil society organization (CSO) at least 2 actors in the selected districts as local facilitators of the CC establishment process.
Activity 1.4. Introductory Meeting
Conduct an introductory meeting with local district state administrations (DSA) and discuss the necessity and relevance of CC establishment in the district.
Activity 1.5. Working Group Formulation
Negotiate and prepare together with district governmental organizations and local facilitators from civil society an order to establish a working group under the District State Administration DSA to select CC members.
Activity 1.6. Criteria and Documentation Development
Assist in the discussion and development of:
- criteria for CC members,
- minimum set of documents for potential CC members,
- drafting an announcement on recruitment of CC members,
- developing a letter of interest format for potential CC members,
- refer to the standardized ones in the Regulations of CC,
- determining channels for information dissemination.
Activity 1.7. Calls for bids’ development
Assist in announcing a call for bids for the selection of CC members.
Phase 2: Coordination Council Establishment
Activity 2.1. Working Group Facilitation
Facilitate the meeting of the working group on the selection of the CC members
Activity 2.2. CC Member Approval
Promoting the approval of the CC members by the order of the head of the local district state administration.
Activity 2.3. Inaugural CC Meeting Preparation
To assist in preparation and holding of the first meeting of the CC
