Central Asian International Consulting (CAIConsulting)  is the consulting firm, registered in the Kyrgyz Republic focusing on several sectors, including agriculture/agribusiness and financial sector development projects. Our consultants are implementing the projects for various donor organizations (e.g. ADB, AFD, EBRD, EIB, EU, GIZ, KfW, World Bank) in the Central Asia. As part of the continuing expansion of our Recruiting Department, we are looking for a permanent, full-time Recruiter Specialist in Kyrgyzstan.

Qualification requirements

Required Entry Qualifications and Competencies:

• Bachelors Degree in the relevant field.
•  Minimum 1 year of professional experience in a similar position.
• Working Experience in other reputable organizations (international organizations, consultancies, bilateral agencies etc.) active in her/his field.
• Excellent command of MS-Office.
• Language skills: Fluent in French and English

Duties

 As a part of the job responsibilities of this position, Recruiter/ HR- Manager is the first point of contact for the experts and is responsible for the whole recruit­ment cycle from identifying the best experts to maintaining long-term relationships with them. The focus of his/ her work is relationship management with the experts. He/ she analyses the project specific requirements and CVs for projects. He/ she is responsible for the presen­tation of all expert related parts in the project proposals (CVs, expert descriptions, tables for qualification over­view, chapters). Within the context of temporary project teams, the  Recruiter Specialist  works closely together with the re­sponsible overall Project Manager assigned by the Head of the  Department or Company Management.

The Recruiter Specialist will work closely with the Project Experts and will be responsible for the following tasks:

Expert Management:

• Seeing the bigger picture and developing strategies to identify, recruit and retain experts at an early stage, using different sourcing channels.
• Representing company projects and work in personal conversations, winning over potential experts
• Proactive networking and expert´s relationship management.
• Updating and reviewing the internal expert database (staff expert).

Projects:

• Finding the best and winning candidates for projects by analysing the requirements for project personnel in the ToR and comparing them with expert CVs.
• If necessary, participating in fact finding missions for identifying experts at an early stage.
• Proactively preselecting and approaching the best candidates through different channels such as staff expert, social media, internet research and active sourcing.

Acquisition:

• Conducting interviews with potential experts.
• Assessing and evaluating experts' CVs and selecting experts together with other members of the project team.
• Adjusting CVs to the ToR in close collaboration with the expert.
• Collecting work certificates and ensuring compliance with donor regulations.
• Maintaining contact with proposed experts and keeping them up to date.
