Common information

The CFPA is a member of the representation's management team.

Financial, human resources (local staff) and administrative management (in general: office management of the representation); ensuring the transparent, economic and efficient use of resources while taking account of institutional requirements.

Managing subordinate staff and their work; designing and holding training events and workshops in all areas of activity listed (internal and external). Establishing business aspects (incl. Internal Control System) firmly in international cooperation programme and project management; support/cooperation with partner organisations as required.

Qualification requirements

  • Bachelor’s degree in Finance, Accounting, Business administration or related field. At least five years' experience in office management (finance, HR, operational and organizational structure, administration, logistics), preferably in an international context;
  • Proficiency in MS Office, Excel, and other accounting/database software is required (SAP).
  • Good knowledge of German or French a strong advantage; good knowledge of Russian or Kyrgyz (in addition to fluency in the other) a strong advantage;

 

  • Analytical – Synthesizes complex or diverse information; Collects and researches data; uses intuition and experience to complement data; designs workflows and processes.
  • Communication - Strong verbal and written communication skills and multiple levels: with Head of mission, coworkers, other community agencies, and vendors.
  • Quick learner and thinker - who connects concepts and pieces of diverse information
  • Independent and Initiative within the scope of responsibilities and a bit further
  • Engaged, responsible and trustworthy

Duties

Core Competencies and Qualifications

  • Excellent financial knowledge - Responsible for budgeting, cash management, commitment and financial planning of the representation and the international cooperation programme and for periodic reporting, including preparing and defending the yearly budget for management approval;
  • HR management - Establishing and periodically monitoring conditions for local staff management (salary policy, salary scale, working conditions based on office specifications and local laws, staff development measures, etc.), monitoring of the impact of inflation on the cost of living and conducting market studies on salaries;
  • Administrative management - Responsible for administrative and logistical management at representation (logistics, procurement, IT, buildings, assets, insurance, local taxation and legal matters, fleet management, document administration, etc.) – supervising the administrator in these tasks;
  • Project Management – Operational activities and analyses as well as advisory support on financial and administrative issues in IC programmes and projects, in particular: Providing business support in results-oriented planning, budgeting, implementation and reporting.
