Common information

Study and Expert Fund individual measure “Support for the establishment of certification body for the food safety management systems at the Center for Standardization and Metrology under the Ministry of Economy and Finance of KR”

This position is foreseen for 18 months.

Qualification requirements

  • University degree in Economics, Business, Trade or equivalent experience working in field of Quality Infrastructure;
  • experience in implementation of Food Safety Management Systems (HACCP, ISO 22000), knowledge about quality management systems according to ISO 9001:2015;
  • verifiable experience working with  Center for Standardization and Metrology (CSM), Bishkek branch of CSM) and related donor organizations (e.g. GIZ, PTB, UNIDO);
  • at least 3 years’ professional experience in working with international organizations;
  • ability to work independently and to take up responsibility for assigned activities, with limited supervision;
  • accuracy, care for detail and having comprehensive overview to research;
  • good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);
  • very good knowledge of Russian and English languages, German and Kyrgyz would be a strong asset;
  • in-depth understanding of project planning and implementation, knowledge of management systems is an asset, knowledge in food safety management systems and standards are a strong asset;
  • willingness to upskill as required by the tasks to be performed.



The Advisor will

  • support and advise to Centre for Standard and Metrology (CSM) in creation of ISO 22000/Hazard Analysis Critical Control Point (HACCP) certification body and to the process of gaining international accreditation;
  • develop – together with partner organization - the necessary preconditions (including technical, institutional and procedural) for the establishment of a certification body;
  • support partner organization in the coordination of experts, trainings and other donor organization activities for the project implementation;
  • ensure implementation of activities in relation to its indicators and safeguarding the quality of implementation in line with the best practices in the field of engagement;
  • advise, support and participate in formulating the operations and action plans in line with objectives, indicators and budget stipulated in the Measure;
  • prepare, implement and document training events, workshops, forums, team meetings and other  related activities;
  • build internal as well as external networks among partner organizations, with other experts alike through engagement in technical meetings pertaining but not limited to the following fields creation of ISO 22000 certification body, Quality management system implementation, accreditation issues, capacity building of certification body experts etc.;
  • support building networks with government, private partners and donors to integrate and synergize the activities of the Measure;
  • report regularly in accordance to the requirements of GIZ as well as the national partners (i.e. including drafting of the final report and monitoring of the results).


1. Professional Advising and Consulting

The Advisor in consultation with Programme Manager of GE

  • participates in identifying needs for external support, elaborates policy recommendations and develops a strategic approach for effective implementation of a Quality Management system in FS Certification body and international accreditation;
  • accompanies the implementation of activity plans in close coordination with counterparts, and related beneficiaries;
  • assists in defining terms of reference, selection, and supervision of contracted third parties (local and/or international consultants) in carrying out the  activities, of the measure including performance evaluation of contracted external experts;
  • conceptualises, prepares and implements workshops, seminars, and other events on subjects that are related to the field of activities of the Measure;
  • maintains competence, and updates technical requirements to recurrently deliver high quality advisory services in the field of FS standards & certification, traceability, food safety;
  • monitors progress, ensures the provision of accurate data for monitoring purposes in close cooperation national partners;
  • develops and organizes quality assurance measures and proposes necessary changes, improvements, and initiatives;
  • assists  in reporting on all related activities at the request of related partners, any other stated state agency(ies), private sector partners, Development partners and other GIZ projects.

2. Networking and Cooperation

The Advisor in consultation with Programme Manager of GE

  • cooperates with national, regional and international actors in the respective field of engagement and ensures regular contacts, dialogues, undertakes PR work and cooperates with local communities, relevant organizations, non-governmental bodies, private sector and persons relevant for the Measure;
  • communicates and channels local interests and aspirations and exchanges ideas and information for the benefit of the SEF Measure;
  • if required undertakes visits to relevant location in the country provided within the allowed scope of  the measure.

3. Knowledge Management

The Advisor in consultation with Programme Manager of GE

  • compiles and prepares information data sheet on areas of Food Safety Standards and Certification, Traceability, Quality Infrastructure and derives relevant and foreseeable assessment correlated to the objectives of the Measure and ensuring pertinent knowledge transfer with other relevant initiatives;
  • develops strategies and technical concepts including guidelines, manuals, and procedures in the field of Food Safety certification according to international standards, which are ready to be applied and adapted into practice;
  • prepares reports and presentation materials;
  • prepares appropriate input to the various reports/publications including annual reports;
  • supports research and study activities on applicable topics.

4. Process Coordination Tasks

The Advisor in consultation with Programme Manager of GE and Study and Expert Fund (SEF) Management

  • supports development of general activity planning, including preparation, organisation and moderation of planning exercises, implementation management, monitoring, quality management, evaluation, communication and documentation;
  • coordinates and prioritises relevant activities at the local level in close cooperation with partners, as well as in organisational preparation in the implementation of these activities;
  • prepares budget for approval of the activities and events and is liable to ensure quality financial documentation post event or activity;
  • monitors operational budget for liable activities against available funds and ensures proper reporting of any outlying scenarios in cooperation with SEF Management;
  • compiles relevant information for joint activities, seeks to undertake collaborative actions and regularly supports the undertaking of different missions during the implementation period.

5. General Duties

The Advisor

  • promotes team-based solutions by participating in a joint learning process within GIZ;
  • ensures that all activities in the respective field venerates with GIZ overall objectives and principles;
  • collaborates with the GIZ Country office, related GIZ projects, the management of the SEF and personnel from the partner organisations;
  • represents the values of GIZ and ensures to undertake all task related to the objectives of the Measure with highest integrity;
  • is equally responsible for adhering and building a conducive work environment in a diverse setting;
  • as a responsible member of GIZ maintain a good flow of communication and ensure Knowledge Management information between all involved institutions, internal setup, partners, other development agencies, and counterparts, and related GIZ projects.
