Qualification requirements

• academic degree in Data Science, Social Sciences, Political Science, Economics, or similar;
• at least 2-3 years professional experience in a comparable position;
• thorough conceptual and practical understanding in the field of Result Based Monitoring System of International Development Agencies;
• ability to work with minimum supervision and to take up responsibility for assigned Programme/Project activities;
• excellent command of MS-Office Suite, MS- Teams;
• experience in working with academic research, think tanks are additional benefits;
• good working knowledge IT communication systems;
• team player;
• fluency in Kyrgyz, Russian and English (both spoken and written).

Duties

The position holder is responsible for:

• ensuring Result-based monitoring and evaluation of activities undertaken by the Project/Programme within the Output 2 in Batken, Osh and Jalal Abad region of the country;
• analyzing and processing collected data and qualitative assessments and ensuring its possibilities to integrate relevant findings into Project/Programme relevant strategies and interventions;
• continuously observing and familiarizing oneself with the evolving monitoring requirements as stipulated by the GIZ and integrating relevant aspects into the Project/Programme;
• providing regular advice on M&E to the Programme officers, accompanying and guiding the Project/Programme staff and partners in ensuring that activities implemented in a goal- and output-oriented manner contributing to the achievement of the indicators;
• keeping oneself up to date with news and developments in the area of result-based Monitoring and duly document and propose changes into the existing system;
• seeking prospects to digitalize data, maintaining continuously feedback flow from partner institutions, and exploring avenues to exploit digitalization prospects in matters pertaining to Monitoring and Evaluation;
• ensuring gender related priorities to the implementation of the Project/Programme.

A.     Tasks

1.    Management and coordination

The specialist in consultation with the line manager

• ensuring quality assurance, gender and conflict sensitive implementing, monitoring and evaluating of the project measures, contribute to reporting, coordination of surveys, and studies;
• ensuring reliable sources of information and methodologies for data collection, undertaking systematic surveys, feedbacks from beneficiaries;
• developing monitoring plans, managing project impact data, aspect of integrating of transversal and cross cutting issues and monitoring of the project implementation and its alignment to the indicators;
• develop proposals and measures on gender issues for implementation under Output 2 in Batken, Osh and Jalal-Abad;
• development of proposals and measures on digitalization and youth involvement under Output 2 in Batken, Osh and Jalal-Abad;
• advising national coordinators and Programme manager in carrying out monitoring and evaluation pertaining to the Swiss Contribution to the programme;
• providing regular half-year and end-year report on the Programme progress and results for SDC and BMZ;
• participating actively in exchange forums, learning platforms, and digital space on matters related to M&E;
• promoting and adhering to team-based solutions to everyday project problems by participating in a joint learning process with the project/programme team both in person as well as remotely via electronic platforms;
• preparing of press release and following communication and visibility guidelines for the project;
• maintaining contact with media and PR officer of the GESPSD programme, documents success stories.

2.    Networking and Cooperation

The specialist in consultation with the line manager

• supports project/programme colleagues in carrying out monitoring and evaluation;
• builds up a close network with other GIZ monitoring specialists;
• engages in working groups at the country level on aspects pertaining to M&E, Gender and Digitalisation, and brings forth as well as adapts best practices into the project/programme.

3.    Knowledge Management

The specialist in consultation with the line manager

• providing inputs/knowledge to the Data Management System of the project/program;
• together with programme officers develops guidelines, manuals, checklists, matrixes, which are ready to be applied in view of improving ongoing implementation, enhancing future implementation and effectively recording results and impact of measures undertaken;
• prepares reports and presentation material for the Output 2 of the Programme;
• assists with research activities and studies on ongoing developments;
• maintains and updates Indicator Sheets for target value chains in Batken, Osh and Jalal Abad regions;
• contributes to and controls the accuracy of data used in reports and presentation materials.
