The Program and Communications Officer will provide administrative/logistics support for project implementation and implement a knowledge management and communication strategy for USAID Advancing Nutrition in the Kyrgyz Republic. This position requires streamlining communications efforts both within the country team, and developing and strategically disseminating materials and documents about USAID Advancing Nutrition to an external audience. (S)he will work with the USAID Advancing Nutrition Knowledge Management Director and Country Project Coordinator to set a clear knowledge management vision and direction, prioritize activities, execute work plans, and lead the production and dissemination of publications and promotional materials. The successful candidate will have excellent writing and editing skills, and will ideally have experience working in USAID projects and public health/international development. This position is based in Bishkek, with travel to Jalalabad and Batken oblasts as needed.

• University degree and at least two years of experience in communications, international relations, public health or related field;
• Experience working with health and development programs in the area of communications and/or knowledge management; experience with nutrition-related activities, preferred;
• Proven ability to develop, write and edit technical content for both print publications and the web;
• Fluency in written and oral English, Russian and Kyrgyz;
• Excellent organizational skills and a strong attention to detail;
• Experience working in a team setting;
• Experience working with social media tools, such as Twitter, Facebook, Vimeo, and YouTube.

RESPONSIBILITIES:

Specific responsibilities include, but are not limited to the following:

Communications

• Manage a country strategy for Knowledge Management and Communications that includes mechanisms for creating, distributing and sharing experiences, innovations, and best practices;
• Develop promotional materials and promote them via USAID Advancing Nutrition’s website, social media, listservs, and other venues where relevant;
• Assist in the development and production of country deliverables such as annual reporting, quarterly reporting and other required deliverables, including reporting to USAID mission on reach of communications efforts nationally/regionally;
• Collaborate with technical staff in writing, editing, and fact checking of marketing materials, including success stories, technical briefs, tools, and other reports;
• Develop country and/or regional dissemination lists ensure that target audiences receive Advancing Nutrition materials; monitor and track dissemination;
• Ensure a high level of quality for all materials in accordance with USAID Advancing Nutrition branding guidelines;
• Provide advice in communications and guide program staff to enhance their communication skills such as preparing PowerPoint presentations, developing success stories, taking good photos, etc.;
• Liaise with USAID Advancing Nutrition home office to develop and promote activities and achievements via social media and website.

Program support:

• Work with country staff to ensure that knowledge and information is being shared in a consistent and organized way;
• Work with the country staff to ensure that project resources and news are made available to staff and the public in a timely manner;
• Assist in documenting and disseminating country results, either via newsletters, success stories, quarterly reports, or other reporting mechanisms;
• Provides administrative and logistics support for project implementation;
• Performs interpretations and translations from and to Kyrgyz, Russian and English;
• Documents team meetings and discussions;
• Assists in organizing official visits, meetings and conferences;
• Compiles background material and drafts papers for seminars and conferences;
• Provide support with logistics including travel and visa paperwork;
• Other duties as assigned by the Chief of Party.
