Vacancy on Agricultural Value Chains Coordinator is announced in framework of Study and Expert Fund activities.

This position is foreseen for 12 months.

Qualification requirements

  • background in rural or agricultural development;
  • professional experience in rural or agricultural development;
  • knowledge in agricultural production, storage and processing;
  • at least 2-3 year’s professional experience in project management, as well as good knowledge in monitoring and evaluation;
  • ability to work independently and to take up responsibility for assigned Programme/Project activities with minimal supervision;
  • accuracy, care for detail and having a comprehensive overview to research and fact-based reporting and communication;
  • flexibility to travel to rural and remote border areas of the Kyrgyz Republic and Tajikistan;
  • ability to express oneself well both verbally and in writing; polished, target-group oriented style;
  • experience in working in international organizations, ideally in the field of Development Cooperation;
  • experience in project planning/management and/or event management;
  • a team player with good communication skills and strategic skills;
  • excellent command of MS-Office Suite, MS-Teams;
  • fluency in Kyrgyz, Russian and English (both spoken and written), Tajik would be an asset.

Duties

The position holder is responsible for:

  • accompanying the implementation of the project on “Post COVID -19 Measure - Economic Recovery of Agricultural Value Chains in Kyrgyzstan and Tajikistan with main implementing partners namely Aga Khan Foundation (AKF) Tajikistan and AKF Kyrgyzstan;
  • ensuring the aspired indicators concerning outcome and output as described in the project proposal are reached by the end of the project period;
  • contributing to the development of Detailed Implementation Plan based on project goals in close interaction with AKF Tajikistan and AKF Kyrgyzstan;
  • reporting any kind of challenges which potentially can jeopardize of the implementation directly to Line manager;
  • ensure prompt information flow on National Level to Ministry of Economy of Kyrgyzstan and Ministry of Agriculture of Tajikistan on project progress upon request;
  • establishing close contacts with local government authorities on different level as well as stakeholders directly involved in project for aligning project measures with existing policies on food security;
  • continuously linking the project measures in line with the other GIZ Programmes in Tajikistan and the Kyrgyz Republic financed by the Government of the Federal Republic of Germany, assessing complementarities, and using synergies in target area;
  • especially maintaining the strategic coherence with the GIZ Programme on Green Economy and Sustainable Private Sector Development (GE) in regard to  developing/adapting business models ensuring sustainability of measures after the project end;
  • ensuring to provide exchange between the different modules in the respective countries and implement the most successful business models to ensure food security;
  • ensuring data protection, following the EU General Data Protection Regulation;
  • maintaining close contacts with AKF and local authorities in the target areas and establishing himself/herself as first contact person for AKF and the different partners and stakeholders.

1.     Coordination

The advisor in consultation with Project/Programme Manager and the relevant senior advisor  

  • in collaboration with AKF develops and approves the Detail Implementation Plan (DIP) on creation and management of Agricultural Inputs Revolving Funds and storage facilities as well as extension services in target districts of Tajikistan and Kyrgyzstan;
  • in close connection with AKF selects target villages according to criteria agreed with AKF and local authorities;
  • together with GIZ operations in respective countries provides the necessary impetus and required mechanism to ensure that the political dimension is worked out, informed and consulted for a successful implementation of this measure;
  • preparing an up-to date information on project launch, progress made, and results achieved to respective authorities on different level including of those on National;
  • sets up an implementation agreement with local authorities on different levels;
  • supervises the activity plan, the budget and monitors its progress;
  • engages in regular field visits to supervise the implementation process and to set up a communication network with partners and relevant stakeholders in target districts: Alay, Chon Alay, Batken, Naryn, At Bashy, Sughd (Kulkand, Navgelem, Chilgazi, Alichnur and administrative center of Murgab);
  • collects inputs for Monitoring and Evaluation purposes using appropriate M&E instruments, and necessary reports;
  • creates a Coordination Council between AKF and GIZ Programmes to ensure the viability of newly created AIRFs given that the terms of SFF funded measures is limited to 12 months;
  • closely coordinates and cooperates with GIZ Programmes on Integrated Rural Development and Green Economy to address the sustainability issue in the Kyrgyz Republic;
  • performs other duties and tasks as requested by the Project/Programme.

2.     Networking and Cooperation

The advisor in consultation with Project/Programme Manager and relevant senior advisor  

  • participates in consultation meetings with local governments to discuss and select the target villages according to criteria and preferences mentioned in the project proposal;
  • conducts consultation meetings with local governments or district authorities to present, discuss and decide on relevant information and measures;
  • supports the establishment of an inclusive grassroots, local-level collaboration platform between the Kyrgyz Republic and Tajikistan;
  • support knowledge sharing on innovative and sustainable practices between stakeholders.

3.     Knowledge Management

The advisor in consultation with Project/Programme Manager and relevant senior advisor  

  • based on local interests, supports the organization of an exchange visit of lead farmers from Tajikistan to Alai, Chong-Alai and Batken districts of the Kyrgyz Republic to create opportunities for livestock farmers from both countries to share knowledge and experience in four pillars of livestock sector development; namely, animal breeding, health, feeding/keeping and marketing;
  • ensures cross-learning and best practices dissemination across the border as a form of regional collaboration between the farmers and local authorities in both countries;
  • develops and documents best practices in the area engagement, and on matters pertaining to promulgating sustainable production in food security;
  • supports Project/Programme Manager and the team members with the compilation of relevant data on service providers and relevant institutions offering services that ensure project/programme objectives;
  • maintains, updates and records the contents of the different media/communication outlets on matters pertaining to the area of engagement described above;
  • develops strategies and technical concepts including guidelines, manuals, checklists, matrixes and procedures, which are ready to be applied in view of improving measures on the area of engagement;
  • prepares reports and presentation material for the project/programme as and when requested.

Duty station is Osh.
