Terms of Reference – The pre-approved database of experts of the project “Response to Covid-19 with engagement of religious communities” for February – April 2021.
Advisory Services for Development of sustainable mechanisms for promoting dialogue between religious organizations, government agencies, and ministries on response to covid-19, gender issues.
1. Background
The current situation with COVID-19 in Kyrgyzstan is tense on numerous levels and has split society along different fault lines – political, economic, social, and religious. This has led to increased suspicion of religious communities (in general) within secular society, and increased isolation among religious groups themselves – due to restrictions on movement, these groups are moving increasingly online, further expanding echo chambers and lessening chances for dialogue. Therefore, parallel societies are emerging, tensions related to which will continue long after the various stages and waves of the pandemic. These issues need to be addressed through continued inter-faith and religious-secular dialogue and work with influencers to build knowledge and tolerance and prevent conflict emerging. Therefore, it is imperative that we act quickly to ensure that any future conflict and infection risks can be prevented as effectively as possible.
Alert is planning to run series of webinars, working group meetings, policy briefs related to peacebuilding, religious tolerance, sanitary rules during the pandemic, GBV related topics and other СOVID_19 related topics with experts and moderator.
2. Objective
To establish a pre-approved list (database) of experts for the project “Response to Covid-19 with engagement of religious communities” to be used to select Experts for engagement to various discussions under the project on the impact of COVID 19 to the social aspects and potential conflict in Kyrgyzstan.
Criteria for selection of experts for the pre-approved list:
1. Experience in analytical work and research (sample research papers to be enclosed to the application documents);
2. Preferably expertise in Subsoil policy and expertise in one or more of the following:
a. National and local economy;
b. Public and municipal administration;
c. Conflict prevention;
d. Mitigation;
e. Civil society activism;
f. Youth policy;
g. Gender studies.
h. Advocacy
i. Sociology.
Required skills and experience
General requirement for experts in the project expert database:
Experts included in the pre-approved list of experts of the project “Response to Covid-19 with engagement of religious communities” are to be engaged as speakers and participants for various online and face-to-face (subject to the epidemic situation in Kyrgyzstan) expert discussions conducted within the framework of the project
Timing and duration
Experts included in the pre-approved list of experts of the project “Response to Covid-19 with engagement of religious communities” are to be engaged as speakers and participants for various online and face-to-face (subject to the epidemic situation in Kyrgyzstan) expert discussions conducted within the framework of the project from February to April 2021
Methodology and Deliverables
Depends on case-to-case consultative assignments within the framework of the project. If needed, separate ToRs with description of methodologies and deliverables are to be developed.
Support and resources to be provided by International Alert
The project will organize the roundtable on the latest challenges, conflict dynamics, opportunities. The approved list of experts will be invited to participate in the webinars COVID 19 impact and potential dynamics related topics. The cost of the consultant's services of this agreement will depend on the specific ToR that shall be developed on the service needed for the period from January to April 2021.
