Overview:

In partnership with the prime organization, ACDI/VOCA is currently implementing a five-year program entitled “Agro Trade Activity (ATA)” in Kyrgyzstan funded by the United States Agency for International Development (USAID). The aim of the Kyrgyzstan ATA program is to enhance competitiveness of Kyrgyz agricultural businesses while increasing sustainable jobs and incomes and expanding trade with Uzbekistan in the rural areas of southern Kyrgyzstan.

Pursuant to its mission, ACDI/VOCA is seeking for experienced and talented professionals for the Inclusion and Entrepreneurship Expert position. The positions will be based in Osh and responsible for contributing to the Core Value Chain Development Activities of USAID Agro Trade Activity.  The incumbent helps build and implement partnerships between USAID ATA and agricultural SMEs, lead firms, buyers and other private firms, develops and implements the strategies for inclusion in these activities wide range of core beneficiaries, including women, youth and vulnerable and marginalized communities. The Inclusion and Entrepreneurship Expert will be responsible for promoting and strengthening the inclusion of both men and women, youth, and marginalized populations in the Agro Trade project, helping to achieve scalable and sustainable activities. The position will require the ability to employ qualitative, quantitative, or mixed methods to conduct key informant interviews, short surveys, and/or focus group discussions, and to manage and analyze the resulting data, that will inform reports on social and financial barriers to women’s and youth’s participation in entrepreneurial efforts and to provide strategies to address these barriers.

Qualification requirements

  • Bachelor’s degree in agriculture, economics, business administration and/or related field.
  • A minimum of 5 years of experience working in gender integration, youth issues, women’s entrepreneurship or women’s economic empowerment (WEE). A master’s degree with the above-mentioned background is a plus.
  • Prior work experience with USAID’s or other major development agencies’ projects (e.g., World Bank Group, UKAID, GIZ, SDC etc.) is an advantage.
  • Must have experience in planning/designing, implementing, monitoring and evaluating Inclusion and Entrepreneurship related activities as well as in capacity building relating to Gender and Social Inclusion.
  • Must have in-depth knowledge on gender and social inclusion issues in the country.
  • Previous experience in GESI strategic planning is highly preferred.
  • Fluency in English, written and oral.
  • Advanced computer skills.
  • Must be able to travel within the regions of Kyrgyzstan.  

Duties

  • Provide leadership in identifying constraints to productivity, competitiveness, and market linkages of project beneficiaries with the focus on gender, youth and vulnerable and marginalized communities across the KATA’s zone of influence (ZOI).
  • Support identification and screening of market actors in agricultural sector to form partnerships, support capacity development, value-addition and/or market expansion opportunities for agricultural SMEs that lead to jobs creation, particularly for marginalized groups, and increase sales.
  • Promote engagement of women, youth, marginalized and other underserved groups in partnership development and implementation.
  • Support the development of GESI specific recommendations tailored to project objectives and activities.
  • Contribute to the design and delivery of training programs on social inclusion and entrepreneurship.
  • Identify and engage relevant local stakeholders to support social inclusion and women’ entrepreneurship work.
  • The Inclusion and Entrepreneurship Expert will be responsible for promoting and supporting  households that are living below the national poverty line, women, youth and marginalized populations (excluded), by strengthening the system to support the establishment of micro-enterprise start-ups, as well as by strengthening access to markets, finance and business development services.
  • Develop Inclusion and Entrepreneurship boosting strategy of Service Providing Organizations, and Entrepreneurs' Associations. The strategies among other things should consider how women, youth and marginalized populations can be in more profitable micro-enterprises and how men and family decision makers can be motivated to provide further support and be instrumental in changing gender norms
  • Develop the action plan and undertake capacity development activities in the area of Inclusion and Entrepreneurship for partner organizations in a way that they can link with their work responsibilities. This will include increasing their skills to use different tools to do better, in-depth analysis of socio-cultural barriers and identifying measures to address them.
  • Conduct field visits to monitor Inclusion and Entrepreneurship aspects.
