Chemonics International, a US-based international development consulting firm, is recruiting for an Operations Manager for the recently awarded USAID-funded Kyrgyz Republic Agro Trade Activity. The five-year project will support job creation, strengthen value chains, and improve the business enabling environment through interventions that boost productivity, upgrade processing, build international business-to-business linkages, facilitate access to finance, and support private sector–informed policy reform. The three main objectives of the activity are:

(Objective 1) Economic Value Added Through More Inclusive (Particularly Women) Jobs and Sales for Southern Kyrgyz Agribusiness and Farmers
(Objective 2) Increased Cross-Border and Regional Trade Links Between the Kyrgyz Republic and the Fergana Valley
(Objective 3) Improve Enabling Environment for Increased Kyrgyz Republic-Uzbekistan Market Integration

Qualification requirements

Qualifications

  • Good written and verbal communication
  • Excellent interpersonal skills. Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail with strong ability to work under pressure
  • A Bachelor’s degree in international development, operations, finance, management, and/or a related field
  • Experience with basic financial management skills including developing and monitoring budgets and financial reporting
  • Knowledge of USAID procurement rules and regulations
  • Management and administration skills
  • Possess good knowledge of planning and strategizing financial and budgeting issues
  • Proficient in using computers with related knowledge of software programs and Internet
  • Proficiency in English and strong Kyrgyz language skills

Duties

The Operations Manager will manage the administrative, financial, and procurement processes of the Activity including compliance with US Government rules and regulations. S/he will work in collaboration with the Chief of Party on the day-to-day operational management of the Activity.  

Specific tasks and responsibilities

  • Work closely with the home office project management unit (PMU), Grants and Finance Director and Chief of Party (COP) in the operations and procurement management of the Activity.  
  • Keep the relevant staff, including the PMU, informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities. 
  • Monitor progress in invoicing, accounting, reporting, and other administrative functions to ensure successful execution of the grant process. 
  • Prepare financial or budget plans and allocation along with the planning and finance department in accordance with each requirement. 
  • Establishes internal checks and balances for monitoring the project for contract compliance and adherence to all regulations, policies and laws that govern the project.  
  • Oversee the recruitment process and manage personnel files as well as maintain records related to employee benefits. 
  • Strategic Implementation Fund (SIF) Management – Liaise with technical staff and subcontractors as necessary to manage and implement the SIF program, including:  solicitations, subcontract drafting and management and monitoring of SIF program implementation.
  • Assist with developing key administrative management systems in collaboration with the Grants and Finance Director and monitor the introduction of the systems.  Specifically, the systems will include procurement management, record keeping systems, reporting, property and technical procurement systems, and inventory control.  
  • Ensure Chemonics’ compliance with US Government rules and regulations regarding procurements of goods and services.  
  • Ensure that Activity procurement systems and USAID approval, waiver, and other regulatory compliance processes are in place.  
  • Supervise the development and maintenance of a filing system in electronic and hard copy format for technical, financial, and administrative documents.  
  • Supervise and monitor the performance of the operations team Perform any other task assigned by the COP that is consistent with the overall nature of the Activity.
