Background

The onset of COVID-19 and the lockdown imposed by the government has intensified domestic violence in Kyrgyzstan, escalating numbers of affected women during quarantine. Therefore, the effective implementation of NAPG is increasingly important and there is an urgent need to disseminate effective messages on VAWG prevention. 

The project “Tatyktuu Zhashoo” is aimed at gaining the support and involvement of religious leaders in the implementation of the National Action Plan on Gender and in a targeted communications campaign for different religious communities on preventing violence against women and girls to respond to the sharp increase in gender-based violence related to the COVID-19 pandemic, i.e. quarantine and the longer-term effects, such as food and economic security which dive violence against women and girls.

Required skills and experience

• Academic background in one of the following sciences: gender studies,  public policy, sociology, economy, human rights, , peacebuilding and conflict prevention or other relevant fields;
• Considerable academic and research capacity in and knowledge on religious studies and human rights,  women’s rights in particular.
• Knowledge on the National Action Plan on Gender (NAPG) and post-COVID recovery planning in Kyrgyzstan
• Experience in conducting research and scientific work for not less than 5 years (preferably in one or more of the following areas: gender, human rights, conflict prevention or peacebuilding) and writing analytical reports on them (with submission of past sample research reports)

Objective of the assignment

Given information above, International Alert is hiring an expert a group of experts on conducting the review of NAPG and the Government of Kyrgyzstan’s proposed recovery programming in the wake of the COVID-19 pandemic. The team of experts will convene to agree on the draft methodologies for the review of NAPG review, to finalise the pool of individuals for the Working Group and dates for meetings, and select topics to be covered in terms of gender sensitisation.

            The team of a lead researcher, supported by 2 additional experts, will identify potential gaps and opportunities in their planning and implementation regarding engagement with and the involvement of religious communities.

As a summary of above points, expert or a group of experts should conduct the following activities:

• Develop methodology of the research;
• Conduct meetings with International Alert’s Project Working Group;
• Conduct the review of the National Action Plan (NAPG) on Gender and the Government of Kyrgyzstan’s proposed recovery programming in the wake of the COVID-19 pandemic in 2020-2021;
• Identify potential gaps and opportunities in plans and their implementation;
• Assess engagement with and the involvement of religious communities in NAPG and Program on COVID-19 recovery;
• Present a report on findings and recommendations in Kyrgyz and Russian for consideration of National authorities and responsible organisations and to be reviewed/discussed with the Project;s Working Group.

Timing and duration

After a meeting with International Alert’s programme team for orientation on the methodology, a lead researcher, supported by 1- 2 additional experts, will have up to 10 working days to create a draft report (in both Russian and Kyrgyz languages) on their findings, which should be presented to International Alert by 27 of August 2020. The final report to be submitted no later than by 1 of September 2020.

The proposed budget

The maximum amount of the budget is 2500 euro (including all required tax and other costs)

A research proposal can be downloaded below  (no more than 1000 words) for funding should include:

• Brief description of the methodology, activities (including sources of information and the list of experts or other resource persons to be interviewed/ conducted) and expected research outputs; and the summary of research team and their roles/ functions in the study (sample in Annex 1);
• research questions, hypotheses and research methodology. Detailed description of the expected results of the study (sample in Annex 2);
• research plan (sample in Annex 3);
• a detailed budget that includes research costs and fees for members of the research team in accordance with the contribution of each participant in the research group (sample in Annex 4)
