Chemonics International, a US-based international development consulting firm, is recruiting for a Component 3 – Enabling Environment Partnerships Lead for the recently awarded USAID-funded Kyrgyz Republic Agro Trade Activity. The five-year project will support job creation, strengthen value chains, and improve the business enabling environment through interventions that boost productivity, upgrade processing, build international business-to-business linkages, facilitate access to finance, and support private sector–informed policy reform. The three main objectives of the activity are:

(Objective 1) Economic Value Added Through More Inclusive (Particularly Women) Jobs and Sales for Southern Kyrgyz Agribusiness and Farmers
(Objective 2) Increased Cross-Border and Regional Trade Links Between the Kyrgyz Republic and the Fergana Valley
(Objective 3) Improve Enabling Environment for Increased Kyrgyz Republic-Uzbekistan Market Integration

Qualification requirements

  • Advanced degree and minimum of three (3) years of experience in the relevant field
  • Experience implementing and managing USAID-funded projects preferred
  • Ability to work in a fast-paced environment and deliver program results on tight deadlines
  • Ability to work in a multi-cultural, diverse environment
  • Fluency in Kyrgyz language and proficiency in English and Russian. Additionally, Uzbek language skills will be an advantage

Duties

The Enabling Environment Partnerships Lead is responsible for developing activities and interventions that lead to achieving the Activity’s Objective 3 results. S/he will work with the agribusiness partnerships lead, regional coordinators, the Deputy Chief of Party (DCOP) and the Chief of Party (COP) to ensure activities across all value chains identify and meaningfully engage the poorest of the poor, with a particular emphasis on including marginalized women and youth.  

Specific tasks and responsibilities

  • Build and maintain partnerships with collaborating government agencies/offices in Bishkek
  • Travel to the target regions outside Osh oblast frequently to understand needed policy changes and document effects of government policies and regulations
  • Define ways to assist Activity partners to achieve results and document
  • Monitor demand for technical assistance from the government and overseas short-term experts
  • Report verbally or in writing to the DCOP and COP to document the Activity’s progress toward meaningfully engaging women, youth, marginalized populations including  communities with extreme poverty,  the poorest of the poor, marginalized women, and provide recommendations for new or additional Activity work to engage those target groups
  • Other duties and tasks as request by the Chief of Party
