Chemonics seeks a Communications Director for the anticipated USAID Water and Vulnerable Environment Activity based in Almaty, Kazakhstan. This five-year program seeks to strengthen regional cooperation on shared water resources and address current and emerging environmental challenges to promote stability, economic prosperity, and healthy ecosystems in Central Asia. The program will build the human and technical capacity of water stakeholders and institutions in all Central Asian countries, support the sustainability of the transboundary Small Basin Councils established under USAID’s Smart Waters project and scale them up to expand their reach; enhance government initiatives at national and regional levels to support transboundary water cooperation; and sustainably address emerging environmental challenges in the region. Programmatic work is expected to take place in Kazakhstan,  Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan across multiple field offices. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Qualification requirements

• Minimum 10 years relevant experience in strategic communication planning and implementation;
• Degree in public relations, behavior change communications, or journalism preferred;
• Strong English writing skills, with a proven record of successful communication, reporting, and content writing and editing;
• Experience in the former Soviet Union, Central Asia, or other countries with similar context and environmental challenges and opportunities;
• Strong interpersonal skills with proven experience facilitating communications with a wide range of stakeholders;
• USAID experience preferred;
• Fluency in Russian or a Central Asian language required, and English fluency required.

Duties

Responsibilities of the Communications Director

• Work with project leadership and team members to develop a communications strategy and activities that support and enhance activity implementation;
• Contribute to Collaborating, Learning, and Adapting by documenting processes and outcomes, and communicating project successes and learning for local, regional and global audiences;
• Support generation of knowledge products and data for decision-makers;
• Develop and deliver effective messages through multiple channels, including social media;
• Ensure proper coverage and attribution of program events and achievements, including liaising with media;
• Ensure compliance of all project materials to USAID branding/marking guidelines;
• Collect project information and facilitate submission to USAID, including bullets, weekly updates, flash updates, monthly calendar plans; coordinate quarterly and annual report preparation.
