Promotion of Perinatal Health in Kyrgyzstan

Qualification requirements

  • BA in business and administration with a focus on accounting or related area;
  • At least 3 years professional experience in this area;
  • basic knowledge of accounting software;
  • good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office);
  • good knowledge of English language, ideally a knowledge of German, Kyrgyz language;
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.


The junior specialist finance and administration provides support in

  • dealing with all questions arising in this area;
  • identifying relevant problems and issues and assisting in formulating implementation-oriented solutions;
  • further developing instruments and assisting in introducing innovation and change;
  • managing knowledge by disseminating and documenting know-how, experience and information.

A.     Tasks

1.      Managing the daily cash fund

The junior specialist finance and administration

  • is responsible for cash based on the vouchers collected daily;
  • reconciles the cash book and cash account daily;
  • reports any surplus or shortfall in cash;
  • reports without delay if the cash holding reaches a minimum level;
  • manages incoming and outgoing correspondence/phone calls.

2.      Office Management and knowledge management

The junior specialist finance and administration

  • provides reception for visitors;
  • procures office materials and equipment;
  • photocopies and scans documents as needed;
  • regularly updates files with important contact addresses;
  • participates in internal and external (team) meetings and workshops and assists with documenting these, e.g. by writing minutes;
  • prepares and organises information materials for the officer responsible for the contract;
  • assists in data analysis and carries out small surveys under the supervision of a project professional;
  • files documents in reference folders or in DMS in line with GIZ’s filing rules;
  • assists in maintaining the monitoring database and feeding information/contributions to IDA communities.

3.   Administration, logistic and financial services

  The junior specialist finance and administration  

  • helps prepare visitor programmes, draws up travel schedules, organises transport of visitors and makes hotel and ticket reservations, helps in procuring tickets;
  • assists in obtaining visas for partner travels;
  • arranges accommodation and transfers for project staff and short-term experts;
  • procures tickets for domestic and international traffic for project staff;
  • assists in the preparation of tenders and contracts with local experts and service providers;
  • supports with checking local subsidies financial reports;
  • helps organising events and workshops within or outside the project;
  • supports cost calculation for meetings, workshops and partner events in Bishkek and in the regions.

4.      General services

The junior specialist finance and administration

  • maintains an inventory for the office;
  • bills/processes overtime applications from office and project/programme staff;
  • processes settlement of applications for the reimbursement of travel expenses;
  • draws up and updates the fee schedule for (national) individual appraisers.

5.      Other duties/additional tasks

The junior specialist finance and administration

  • performs other duties and tasks at the request of management;
  • prepare coffee or tea for visitors or by demand;
  • preparing of   meetings, workshops, etc.
