Mercy Corps Kyrgyzstan’s current and recent programs focus on food security and nutrition; education; youth and stability; agricultural and economic development; peace building; and emergency response.

Mercy Corps Kyrgyzstan’s flagship program is USDA’s Food for Education, a four-year program that is implemented country-wide supporting improved learning environments for children through enhance school and at-home nutrition, school infrastructure and education policies working towards achieving sustainable school feeding programs, reaching in total  105,000 primary grade student. USDA also provided an additional grant to improve quality and access to safe potable water in the target schools of the FFE Program in 2018 and 2019.

The School Orchard Project has been implemented since 2016 with the support from LDS Charity organization. The project aims to create school gardens to improve food security, nutrition and the welfare of primary school children.

Under the Global Water Challenge supported by the Coca-Cola Foundation Mercy Corps is implementing a “Handwashing in Schools” (HWinS) project focusing on improving access to sanitation and supporting hygiene behavior change in schools.

The SIBELIUs Kyrgyzstan project implemented from October 2019 through March 2021 supports herding communities to build stronger local institutions and creates access to current weather information through EWIS (Early Warning Information System) that will improve their ability to respond to severe weather conditions and increase their options in creating more resilient and sustainable pastoral management strategies.

Program / Department Summary

Food for Education Program financed by USDA – Program team carry out activities to strengthen the capacity of primary school staff and provide assistance to schools via food commodity distribution, infrastructure rehabilitation and provision of grants for kitchen equipment purchase, engaging local authorities, with the goal of organization and management of diversified hot meal program, improved feeding practices of children in the household and improved literacy.

General Position Summary

To ensure mobilization of teachers and other education related project activities, Literacy Coordinator will plan, operate and timely implement various trainings, school and community level reading events, mentoring and monitoring and fulfill the necessary management requirements under the direct guidance of Literacy Manager.

Qualification requirements

 Knowledge and Experience

  • University Diploma in Education, including special education, social science/phycology
  • 3-5 years’ of Primary Education experience
  • Excellent knowledge of conducting training and facilitation/community mobilization skills
  • Excellent mentoring skills;
  • Good organization and planning skills;
  • Strong report and communication skills;
  • Excellent negotiation skills with the government authorities.
  • Excellent verbal and written communication skills in Russian and Kyrgyz and with some English language ability;
  • Good experience working with international non-profit organizations
  • Demonstrated   knowledge   and   interest   in   safeguarding,   and   a   sensitivity   to   cultural   diversity,   equity, inclusion   and   gender   issues;
  • Ability   to   navigate   difficult   circumstances   with   a   calm   demeanor.

Duties

Essential Job Responsibilities

  • Represent Mercy Corps in a professional manner.
  • Regular site visits to beneficiary institution in accordance with the program schedule.
  • Review all literacy component materials as Manual for teachers and Literacy Boost Teachers guidelines;
  • Assist in developing, review and periodic revision of detailed program plan implementation;
  • Assist in developing program related materials;
  • Coordination of Field Literacy Specialists (7 specialists) work in realization of program all school and out of school reading activities;
  • Develop timely reports on the literacy component activities (North) and submit to the Literacy Manager on monthly basis;
  • Monitoring and evaluation of the literacy component activities in the program area (North);
  • Provide staff performance review in time.
  • Ensure visibility and partnership:
  • Develop case studies of successes, best practices, lessons learnt, challenges, and other literacy component activities (North);
  • Preparation and conduct all kind of literacy program related trainings (North);
  • Provide mentoring support to Literacy specialists, DEDs and school staff (North);
  • Good communication with district Education Department, Regional in-service Teacher Training Institution and other project stakeholders;
  • Other position related duties as requested by the direct supervisor or DP;
  • Observe MC’s policies and procedures and pass all mandatory courses on time.
  • Be engaged in professional self-development on a constant base.
  • Support GDI and Safeguarding efforts of Mercy Corps, including fulfilling responsibilities under Mercy Corps Safeguarding policies;
  • Ensure that Literacy Component activities are integrating GDI and Safeguarding measures;
  • WORK WITH GOVERNMENTAL AGENCIES
  • Interact with local authority representatives (LSGBs, District Education Departments, District Sanitary Epidemiological Departments) and representatives of parental committees and supervisory boards of schools on training organization, planning and conducting training activities;

Living Conditions / Environmental Conditions

The position is based in Bishkek, Kyrgyzstan and requires frequent trips to the field. Mercy Corps team members represent the agency both during and outside work hours and while travelling for work. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
